Also according to the above circular, in the middle of semester I, the end of semester I, the middle of semester II and the end of the school year, the homeroom teacher coordinates with subject teachers based on the regular assessment process of learning subjects, educational activities and each student's main qualities and core competencies, to evaluate and classify primary school students according to the following levels:
- Periodically evaluate the learning content of subjects and educational activities according to 3 levels: well completed, completed, and incomplete.
- Periodically evaluate the formation and development of key qualities and core competencies according to the following 3 levels:
+ Good: Meets educational requirements well, clearly and regularly.
+ Achieved: Meets educational requirements, performance but not regularly.

The assessment and classification of 4th and 5th grade students is applied in Circular 22/2016/TT-BGDDT amending and supplementing a number of articles of the regulations on assessment of primary school students issued together with Circular 30/2014/TT-BGDDT. Specifically:
Article 4. Assessment requirements
1. Evaluate for students' progress; emphasize motivation and encouragement in students' efforts in studying and practicing; help students maximize their abilities; ensure timeliness, fairness and objectivity.

a) Capacity: self-service, self-management; cooperation; self-study and problem solving;
b) Qualities: studious, hard-working; confident, responsible; honest, disciplined; united, loving.

Clause 3, Article 6 clearly states: Regular assessment of capacity and qualities:
a) Teachers base on the manifestations of students' awareness, skills, and attitudes in each capacity and quality to make comments and take timely measures to help;
b) Students are allowed to self-evaluate and participate in evaluating their friends and groups of friends on the manifestations of each ability and quality to improve themselves;
c) Encourage parents to discuss and coordinate with teachers to motivate and help students practice and develop their abilities and qualities.
Clause 3, Article 10 of Circular 22/2016/TT-BGDDT also stipulates: Periodic assessment of capacity and quality
