Thousands of teachers in Hanoi are expecting Tet bonuses and additional income under Decree 73/2024/ND-CP and Resolution 46/2024/NQ-HDND.


Teachers want policy adjustments

Sharing with Dan Viet Newspaper, Ms. Nguyen Thi Thuy Hien, a teacher at Bui Quang Mai Secondary School, Dong Anh District, Hanoi, said: "I always believe in humane policies that encourage and support the teaching staff - those who have been and are tirelessly dedicating themselves to the cause of educating people. It is this belief that has made my colleagues and I send letters many times, expressing our concerns and hoping to be heard. However, up to now, those wishes have not received the expected response.

We understand that solving an important issue cannot be done overnight, but we look forward to having the opportunity to meet directly with the City leaders to present the shortcomings in the implementation of Decree 73/2024/ND-CP and Resolution 46/2024/NQ-HDND. Up to now, teachers have not received the bonus as prescribed and most teachers in the capital are not eligible for additional income."

Ms. Ho Thi Xuan Thu, a teacher at Khuong Ha Inter-level School, Thanh Xuan District, Hanoi, commented: "We have sent letters many times but have not received the expected response. We teachers are currently not receiving bonuses according to Decree 73/2024/ND-CP and most teachers in the capital are not eligible for additional income according to Resolution 46/2024/NQ-HDND.

As an education official, I feel very sad that I am not treated equally like other officials in other fields. We do not expect anything more, just that the rights of teachers in the capital are properly taken care of. Today is almost the end of January and the Tet bonus is still nowhere to be seen."

Similarly, Ms. Tran Viet Hong, a teacher at Xuan Mai High School, Chuong My District, Hanoi, said: "Decree 73 of the Government is like a breath of fresh air for every cadre, civil servant, and public employee.

As an official of the Capital, belonging to the pilot autonomous unit, I know that the Department of Education and Training has promptly proposed to the city to request that all education officials of the capital receive Tet bonuses according to Decree 73 and the proposal has been approved by the leaders of the City People's Committee. I am very happy about that. But it has been a long time since then, Tet has passed for nearly a month, we, the teachers of Hanoi, still have no information about this amount of money."

Will consider funding support to implement bonus regime for teachers

In response to teachers' concerns, it is known that on February 25, the Hanoi People's Council will consider supporting funding to implement the bonus regime for public schools that self-insure regular expenses according to the provisions of Decree 73 of the Government.

The Hanoi People's Committee has submitted to the City People's Council a Resolution to support funding for implementing the bonus regime as prescribed in Decree 73 for public educational institutions that self-finance regular expenses to pilot the ordering of educational services using the state budget of Hanoi.

The estimated amount of money needed to be spent on bonuses is about 254,741 million VND. Of which, the city level will spend nearly 122 million VND, and the district level will spend nearly 133 million VND. The funding source to support the implementation of the bonus regime is taken from the state budget and is outside the reward fund according to the provisions of the Law on Emulation and Reward of the unit.

The proposed funding level for implementing the bonus regime for teachers is for 2 phases. For the 6 months of 2024 (July 1 - December 31, 2024), the support level is equal to 10% of the total salary fund (excluding allowances and contributions) of the unit as of July 1, 2024. For the 8 months of 2025 (January 1 - August 31), the support level is still equal to 10% of the total salary fund but calculated as of January 1.

Currently, Hanoi has 381 public schools from kindergarten to high school piloting the ordering of educational services based on price. The ordering period is from September 2024 to the end of August 2025.

These schools have not yet received budget funding to implement the bonus regime as stipulated in Decree 73. At the same time, because they are only in the first year of piloting self-sufficiency in regular expenditures, the units are not yet able to save funds to implement bonuses for officials, civil servants and workers. It is extremely necessary for the city to have a policy of financial support.
