Two Prime Ministers of Vietnam

On October 9, in the capital Vientiane (Laos), Prime Minister Pham Minh Chinh and Singaporean Prime Minister Lawrence Wong held their first talks within the framework of the annual meeting between the two Prime Ministers, on the occasion of attending the 44th and 45th ASEAN Summits.

At the talks, Prime Minister Pham Minh Chinh thanked the Singaporean Government and people for their practical support in helping Vietnam overcome the consequences of storm No. 3, emphasizing that this is a clear demonstration of the Vietnam-Singapore strategic partnership and the friendship and sharing between the leaders and people of the two countries.

The two Prime Ministers were pleased to witness the unprecedented and comprehensive development of bilateral cooperation in all fields; affirmed their determination to bring the relationship to new heights.

The two sides agreed that economic cooperation remains an important pillar in bilateral relations; coordinate to effectively implement the Framework Agreement on Connecting the Two Economies and the Vietnam-Singapore Green Economy-Digital Economy Partnership, especially telecommunications infrastructure connection; develop a sustainable and smart VSIP 2.0 system; and develop clean energy.

The two Prime Ministers also emphasized the need to further strengthen cooperation in other important areas such as defense-security, education-training, culture and people-to-people exchange.

Prime Minister Pham Minh Chinh affirmed that he will create favorable conditions for Singaporean enterprises to expand investment in Vietnam, along with improving the quality of foreign direct investment (FDI) flows, prioritizing the fields of high technology, digital economy, circular economy, innovation, semiconductors, and artificial intelligence (AI).

The Prime Minister proposed that Singapore support Vietnam in building a model of a national data science innovation center. At the same time, he suggested that the two sides cooperate in food production, supply chain logistics, and aquaculture, aiming to become a regional food supply center.

Pleased with the news that Vietnam will become Singapore's largest rice supplier in the first 6 months of 2024, Prime Minister Lawrence Wong expressed his desire to further strengthen bilateral agricultural cooperation and ensure food security; and said he is ready to import fruits, food, and seafood from Vietnam.

Prime Minister Lawrence Wong affirmed that Singapore will continue to support Vietnam in improving the quality of human resources, especially strategic-level officials; maintain scholarships at all levels for Vietnam and effectively implement the Memorandum of Understanding on the Vietnam-Singapore innovative talent exchange program.

On regional issues, the two countries agreed to strengthen ASEAN solidarity and pay due attention to the sustainable development of sub-regions in the region, including the Mekong sub-region, thereby actively contributing to ASEAN's self-reliance, prosperity and sustainable development, and promoting its central role in the region.

The two Prime Ministers also affirmed their determination to build the East Sea into a sea of ​​peace, cooperation and development, and together with ASEAN countries to promote negotiations on a substantive and effective COC in accordance with international law, especially the United Nations Convention on the Law of the Sea (UNCLOS 1982).

On this occasion, Prime Minister Pham Minh Chinh respectfully invited the Prime Minister of Singapore and his wife to pay an official visit to Vietnam in 2025. Singaporean Prime Minister Lawrence Wong happily accepted the invitation.
