(HQ Online) - The difficulties in the task of collecting the state budget in 2024 were identified by the Hanoi Customs Department at the end of last year, which was clearly reflected in the budget collection results in the first months of the year. Therefore, in order to effectively carry out the task of collecting the budget, the customs branches under the Hanoi Customs Department are implementing many synchronous solutions with the expectation of creating positive changes in the coming time.

Accompanying small and medium enterprises
In 2024, the Hanoi Customs Department was assigned to collect VND 33,570 billion in state budget revenue, higher than the estimate assigned in 2023 (VND 33,160 billion). This is a difficult task in the context of the production and import-export situation of enterprises that is still gradually recovering. In the first two months of the year, the import-export turnover through the Department reached 10.8 billion USD, up 37.8% over the same period last year, however, the turnover with tax reached 1.3 USD, down 6.13% over the same period last year.
To overcome common difficulties and accompany businesses in recovering and developing production and business activities, customs branches under the Hanoi Customs Department are actively implementing solutions to facilitate businesses and remove obstacles in customs clearance of goods.
As one of the units contributing large budget revenue to Hanoi Customs Department, as of mid-March, Vinh Phuc Customs Branch has completed customs procedures for more than 44,000 declarations, state budget revenue reached 850 billion VND, equal to 87.2% compared to the same period in 2023.
Deputy Head of Vinh Phuc Customs Branch Ngo Tien Thanh said that as a customs branch outside the border gate, it performs state management of customs for import and export goods, mainly spare parts, raw materials, machinery and equipment, etc. serving the production and processing activities of FDI enterprises and export processing enterprises located in the area. In general, the import and export goods of enterprises are traditional and stable. Therefore, the solution to accompany enterprises is to focus on supporting the implementation of customs laws. The branch regularly organizes dialogue activities with enterprises. In addition, it supports enterprises in timely accessing new policy information according to each type of import and export goods and trade development trends. In particular, it focuses on supporting small and medium enterprises, start-ups, and enterprises that voluntarily comply with customs laws.
At the Noi Bai International Airport Customs Branch, Deputy Head Phung Quang Minh said that the biggest challenge in performing the unit's tasks is how to simultaneously achieve two goals: facilitating import and export activities of enterprises, contributing to improving the competitiveness of the economy, while ensuring the effectiveness and efficiency of inspection and state management of customs, fighting against smuggling, trade fraud, illegal transportation of goods and drugs across the border in the context of rapidly increasing traffic, passengers entering and exiting the country, luggage and import and export goods, while the resources of the Customs agency, especially the number of staff, are limited.
Faced with that challenge, the Noi Bai International Airport Customs Branch determined that continuing to promote modernization and reform, strongly applying information technology to air customs procedures is the top priority task to improve the capacity of civil servants, ensure the requirements of state management of customs and enhance trade facilitation, while contributing to building a modern customs sector on par with international standards.
As of mid-March, the unit had completed customs procedures for more than 20,900 declarations; import-export turnover reached 2.1 billion USD. State budget revenue reached nearly 1,093 billion VND, reaching 16.43% of the assigned target. This result increased by 16.05% compared to the same period last year.
Timely support, ensuring production progress
Sharing about the support of the Customs agency for the production and business activities of the enterprise, Ms. Pham Khanh Ngoc, Import-Export Department of ToTo Vietnam Co., Ltd. highly appreciated the support of the Customs agency during the process of the enterprise investing and producing in Vietnam. In particular, recently, the enterprise expanded its investment in a shower faucet factory in Vinh Phuc, the process of importing equipment to build the factory infrastructure was promptly supported by Vinh Phuc Customs Branch to ensure the progress of putting it into operation. After more than 2 years of building infrastructure and preparing resources, the Vinh Phuc shower faucet factory officially went into operation at Thang Long III Industrial Park, Binh Xuyen, Vinh Phuc, the inauguration ceremony took place on March 4.
Regularly carrying out import and export activities through Noi Bai International Airport, Mr. Nguyen Duy Nghia, Director of Noi Bai Logistics Company, said that since the beginning of the year, the number of shipments as well as the number of customers of the enterprise has increased significantly. With old customers this year compared to last year, it has increased by 20-30%, new customers have also recorded quite positive signals. With the amount of goods processed more and more diversely, therefore, the demand for customs procedure consultation of enterprises is also greater. Therefore, enterprises hope to continue to receive timely support from the Customs agency so that customs clearance activities are always timely.
