The Central Government supports Ha Tinh's environmental protection stance at the Thach Khe iron mine project.
As part of the program of activities serving the review of 5 years of implementing Resolution No. 36-NQ/TW dated October 22, 2018 of the 12th Party Central Committee on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045, this afternoon (November 15), Politburo member, Head of the Central Economic Commission Tran Tuan Anh and the working delegation had a working session with the Standing Committee of the Ha Tinh Provincial Party Committee on the content of solutions to develop the marine economic potential of this province.

At the meeting, once again, the persistent and urgent issues regarding the proposal to stop the exploitation of Thach Khe iron mine were frankly analyzed by the leaders of Ha Tinh province.
“This morning, the working group went to Thach Khe iron mine and directly witnessed the extremely miserable lives of the people. Comrades, just imagine what the consequences would be if a district near the city were to dig 500m deep. Currently, people are still wondering how the investor’s 1,800 billion will be handled, but we guarantee that the province will be responsible for this issue…”, emphasized Provincial Party Secretary Hoang Trung Dung.

Witnessing the makeshift life and countless difficulties of the people in the mining area during the inspection trip in the morning of the same day, Head of the Central Economic Commission Tran Tuan Anh shared and emphasized at the conference: Central departments, ministries and branches always listen to Ha Tinh's viewpoint on the proposal to stop mining Thach Khe iron mine; support the viewpoint of protecting the environment and ensuring social security. In order to have a basis for reporting to the Politburo, Ha Tinh needs to carefully prepare the contents, ensuring a scientific and rigorous basis, from which the Central Committee will soon discuss and have an official opinion on the project.
Ha Tinh proposes the Government to remove obstacles, creating momentum for developing marine economic potential
At the meeting, the delegation highly appreciated the marine economic potential of Ha Tinh. However, up to now, Ha Tinh has not promoted and developed commensurate with its potential.
Giving an example of comparison with Khanh Hoa province, Director of the Department of Sea and Islands - Ministry of Natural Resources and Environment Nguyen Duc Toan assessed that Ha Tinh is a region with the potential for marine economic development equivalent to Khanh Hoa but has not yet developed as strongly as Khanh Hoa. In addition, in the Vung Ang Economic Zone, in addition to steel and electricity, the province must focus on developing industries applying high technology science...
Representatives of the working delegation of ministries and branches all highly appreciated the marine economic potential of Ha Tinh.
“To date, Ha Tinh is the 24th province nationwide in terms of environmental protection assessment results. This is a very good index showing that Ha Tinh has done a very good job of protecting the marine environment,” emphasized Director of the Department of Seas and Islands Nguyen Duc Toan.
“Ha Tinh's marine economy in recent years can be considered a bright spot in Resolution 36. The marine economy has helped Ha Tinh achieve economic growth results like today, showing that the province has closely followed the contents of Resolution 36,” said Deputy Head of the Central Economic Commission Nguyen Duy Hung.
Raising the issue of some existing problems that are causing difficulties for Ha Tinh in developing the marine economy, Chairman of the Provincial People's Committee Vo Trong Hai suggested that the Government should re-evaluate the current status of protective forests.
According to the Chairman of the Provincial People's Committee, Ha Tinh currently has a lot of protective forest areas that no longer have protective functions, making planning and developing marine tourism very difficult.
In particular, up to now, both the central and local governments have encouraged fishermen to go out to sea, but at present, this province is facing difficulties when the river mouths and inlets are all silted up, ships and boats cannot enter the port, and dredging is urgently needed to clear the channel. However, the locality does not have the authority to "decide" because it is "stuck" in the decentralization of the Ministry of Transport and the Ministry of Natural Resources and Environment.
Chairman of the Provincial People's Committee Vo Trong Hai proposed that the Government reassess the current status of protective forests, national defense, etc. to create conditions for the locality to develop the marine economy in the new period.
“Xuan Hoi, Cua Sot, Cua Nhuong… these ports are currently inaccessible to ships. For example, Formosa deep-water port (Son Duong port) has not been dredged since 2016. We recommend that the Government and ministries decentralize and delegate power, creating conditions for localities to proactively handle practical issues to develop the economy,” said Chairman of the Provincial People’s Committee Vo Trong Hai.
“I request that the head of the committee pay attention to how to effectively exploit the Lao-Vietnamese Port and also call on businesses to invest in the Vientiane-Vung Ang railway. This 554.7km long route, if implemented, will connect Vientiane with Vung Ang Port, connect the Laos-China railway and will open up many development expectations for the whole country,” Provincial Party Secretary Hoang Trung Dung suggested.
Ha Tinh has concretized many contents in Resolution 36.
At the meeting, Head of the Central Economic Commission Tran Tuan Anh highly appreciated the frank and practical recommendations of Ha Tinh leaders; highly appreciated the drastic participation with a high sense of responsibility of the Ha Tinh Provincial Party Committee, the Provincial Party Committee Standing Committee in leading, directing the implementation of the Resolution and policies of the Party; the province's efforts in promoting the advantages of seaports to attract investment, contributing to the development of coastal industries.
In Ha Tinh, the province has achieved positive results in implementing and organizing the implementation of Resolution 36 and the Party's policies and orientations in sustainable development of the marine economy; aquaculture and exploitation of aquatic and marine products have achieved positive results; focusing on investment in developing Vung Ang Economic Zone and coastal industrial zones and clusters; promoting the development of science and technology and enhancing basic marine surveys; actively mobilizing resources, encouraging economic sectors to invest in sustainable marine development...
Provincial Party Secretary Hoang Trung Dung proposed that the Government pay attention to and call on businesses to invest in the Vientiane - Vung Ang railway to create momentum for economic development for Ha Tinh in particular and the whole country in general.
However, in addition to the achieved results, comrade Tran Tuan Anh also pointed out that the organization and implementation of Resolution 36 in Ha Tinh province still has some shortcomings and limitations such as: Mechanisms, policies, planning, and plans for marine economic development are still lacking in synchronization and connectivity; Marine economy has not developed commensurate with its potential; Coastal industry has not really created a clear growth momentum for the economy; Infrastructure of Vung Ang Economic Zone and coastal industrial parks and clusters is not synchronous; The scale of seafood production is still small; Marine tourism activities are still seasonal; The quality of human resources in the marine industry is still low...
To effectively implement Resolution 36 in the coming time, Politburo member and Head of the Central Economic Commission Tran Tuan Anh suggested that Ha Tinh province study and implement a number of tasks and solutions to develop the marine economy, increase the contribution of the marine economy to the province's GRDP, and develop in a sustainable direction; Focus on mobilizing investment resources to build infrastructure for coastal industrial zones and clusters; Quickly complete and well organize the planning of coastal economic zones; Harmonize the exploitation and use of resources with environmental protection and biodiversity conservation; Thoroughly prevent marine environmental pollution; Pay attention to investing in the development of marine science and technology in the direction of increasing investment resources and improving the quality of marine human resources...
Head of the Central Economic Commission Tran Tuan Anh highly appreciated the frank and practical recommendations of Ha Tinh leaders and the results achieved by this province after 5 years of implementing Resolution 36.
Head of the Central Economic Commission Tran Tuan Anh emphasized that all opinions and proposals of Ha Tinh leaders are requested to be seriously received by representatives of ministries and branches in the working delegation, especially urgent opinions must be reported and transmitted to the ministries and branches to have timely and satisfactory handling and resolution plans.
Implementing the goals of Resolution 36, Ha Tinh has achieved a number of results such as: Human Development Index (HDI) maintained its position as 17th out of 63 provinces and cities in the period of 2018-2022, equivalent to the national average; Average income per capita in 2022 reached nearly 44 million VND, an increase of nearly 10 million VND compared to 2018 but still low compared to the national average; Technology innovation rate in 2022 reached 23%, an increase of 2% compared to 2020.
