This morning (February 20), Ha Tinh Provincial Party Committee held a conference to announce decisions on organizational structure and personnel work.

Attending the conference were comrade Hoang Trung Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Tran The Dung - Standing Deputy Secretary of the Provincial Party Committee, Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, comrades of the Provincial Party Committee Standing Committee, members of the Provincial Party Committee, leaders of provincial departments, branches and organizations.

The conference announced the Decision of the Provincial Party Committee, the Provincial Party Committee Standing Committee on merging the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department to establish the Provincial Party Committee's Propaganda and Mass Mobilization Department; decided to assign and appoint Mr. Ha Van Hung - Member of the Standing Committee, Head of the Propaganda Department to hold the position of Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department. Ended the activities of the Provincial Party Committee of Agencies and Enterprises; Ended the activities of Party delegations and Party executive committees; Ended the activities of the Provincial Cadre Health Care and Protection Department.

Deputy Head of the Provincial Party Committee's Organization Board Phan Thi To Hoa announced the decisions.

Provincial Party Secretary Hoang Trung Dung presented the decision to establish the Party Committee of the provincial Party agencies and the Provincial People's Committee Party Committee to comrade Tran The Dung and comrade Vo Trong Hai.

The Provincial People's Committee Party Committee is led by Comrade Vo Trong Hai, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, holding the position of Secretary of the Provincial People's Committee Party Committee.

Decision to establish the Provincial People's Committee Party Committee; Appoint the Executive Committee, Standing Committee, Secretary, Deputy Secretary of the Provincial People's Committee Party Committee, term 2020 - 2025 with comrade Vo Trong Hai, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee holding the position of Secretary of the Provincial People's Committee Party Committee.

The conference approved the policy of the Provincial Party Standing Committee and the resolution of the Provincial People's Council on the establishment of specialized agencies under the Provincial People's Committee. Specifically:

- Establish the Department of Construction on the basis of merging the Department of Construction and the Department of Transport; receive the functions, tasks and staff of the Provincial Traffic Safety Committee office to dissolve the Provincial Traffic Safety Committee.

- Establish the Department of Science and Technology on the basis of merging the Department of Science and Technology and the Department of Information and Communications (after transferring the functions, tasks, and organization of the state management apparatus on press and publishing from the Department of Information and Communications to the Department of Culture, Sports and Tourism).

- Establish the Department of Home Affairs on the basis of merging the Department of Home Affairs and the Department of Labor, Invalids and Social Affairs; transfer some related functions and tasks to the Department of Health, Department of Education and Training, Department of Agriculture and Rural Development, and Provincial Police.

- Establish the Department of Agriculture and Environment on the basis of merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment; at the same time, receive the tasks and organize the state management apparatus on poverty reduction from the Department of Labor, War Invalids and Social Affairs.
Concluding the conference, Provincial Party Secretary Hoang Trung Dung emphasized: innovation and reorganization of the political system is a central and urgent task, of key significance in Party building and political system innovation, meeting development requirements in the new period.

The Standing Committee of the Ha Tinh Provincial Party Committee has focused on leading and directing the drastic and synchronous implementation of the policies, resolutions and conclusions of the Central Committee. The Provincial Party Secretary commended a number of members of the Standing Committee, members of the Provincial Party Executive Committee, and leaders of provincial departments, agencies and branches for their contributions to the process of restructuring the apparatus.

For agencies and units put into operation effectively and efficiently, the Provincial Party Secretary requested: leaders of agencies and units to focus on leadership and direction and urgently arrange and consolidate the organization and apparatus in accordance with regulations. Continue to focus on implementing a number of contents and tasks to continue arranging and streamlining the organization and apparatus of the political system in 2025 according to Conclusion No. 126 dated February 14, 2025 of the Politburo.

Provincial Party Secretary believes: With the determination of the entire political system, the solidarity of the staff, civil servants and public employees; the sharing and exemplary leadership of cadres and party members, especially the leaders, Ha Tinh province will successfully implement the policy of streamlining the apparatus, creating a more effective and efficient apparatus, meeting the development requirements in the new period.
