The Hanoi People's Committee has just issued a plan to improve the Provincial Competitiveness Index (PCI) and the Provincial Green Index (PGI) in 2023.
According to the announcement of the Vietnam Federation of Commerce and Industry (VCCI) on April 11, 2023, Hanoi's PCI Index in 2022 reached 66.74 points (down 1.86 points compared to 2021), ranking 20th out of 63 provinces and cities (down 10 places compared to 2021).
The PCI index results in 2022 have not yet reached the set target of striving to be in the group with high rankings compared to the whole country in Program No. 02 of the City Party Committee.
Hanoi's PCI index in 2022 has 7/10 component indexes decreasing in rank compared to 2021: "Dynamism and pioneering of provincial government" ranked 53rd, down 24 places; "Informal costs" ranked 59th, down 15 places; "Time costs" ranked 15th, down 10 places; "Land access" ranked 59th, down 9 places; "Business support policies" ranked 9th, down 5 places; "Labor training" ranked 3rd, down 2 places.
In 2022, VCCI announced the Provincial Green Index (PGI) for the first time, Hanoi scored 12.52 points, ranked 63rd out of 63 provinces and cities. The PGI component indexes ranked quite low.

Aiming to upgrade with many indexes, Hanoi has set out a series of specific tasks to focus on implementing solutions to improve PCI component indexes.
With the index "Market entry cost", Hanoi People's Committee assigned the Department of Planning and Investment to take the lead in monitoring and implementing solutions to improve the Index; Review and reduce internal processing time to respond to the validity of documents to businesses as quickly as possible, reducing the time for businesses to complete all procedures to officially operate. Effectively implement the model "Friendly business registration agency".
With the "Transparency" index, the Hanoi People's Committee requests departments, branches, People's Committees of districts, towns to urgently and seriously implement public and transparent information on the websites/electronic information pages of the units; update and provide clear instructions on: general construction planning, land use planning, sectoral planning, socio-economic development plans, decisions, policies, administrative procedures, new infrastructure construction projects, investment incentive policies of the city... for citizens and businesses. The information must be complete, timely, and clear for people and businesses to easily follow and update.
Regarding the "Time Cost" index, the Hanoi People's Committee assigned the Department of Home Affairs to strengthen the inspection of public services and administrative procedure reform to promptly correct the working style and manners of officials, civil servants and public employees at all levels and sectors when performing public duties; and to raise the responsibility of leaders in handling administrative procedures.
To improve the "Informal Cost" index, the Hanoi People's Committee assigned the City Inspectorate to take the lead in monitoring and implementing solutions to improve the Index; At the same time, strengthen inspection and examination, promptly rectify and strictly handle units and individuals who harass, annoy, and create burdens for people, organizations, units and businesses;
Continue to strengthen the application of information technology in the work of monitoring the results of administrative procedures; Effectively operate the website on handling complaints and denunciations; Strengthen inspection and examination in the online environment. Inspection and examination should avoid affecting business operations.
Continue to strictly implement Directive No. 20 of the Prime Minister on rectifying inspection and examination activities for enterprises, reducing the number of inspections and examinations while maintaining quality, ensuring effective supervision and examination quality, and striving to improve the ranking of the unofficial cost index in the following years.
Hanoi also set out specific tasks to focus on improving the PGI index: assigning the Department of Natural Resources and Environment to coordinate with departments, branches, People's Committees of districts, towns and cities to effectively implement the Green Growth Action Plan of Hanoi city to 2025, with a vision to 2050.
Strengthen measures to reduce environmental pollution; regularly inspect environmental protection work in industrial parks, industrial clusters, craft villages, etc. Compile a list of production facilities causing environmental pollution; propose solutions to relocate these facilities out of Hanoi's inner city area according to the plan.
Encourage businesses to switch to green business methods, promote the application of green and environmentally friendly technologies; Mobilize and effectively use resources to implement environmental protection programs; Develop policies and services to support businesses in environmental protection ...
