Discussing at the National Assembly hall about regulations on attracting, promoting talents and developing high-quality human resources in the draft revised Law on the Capital on the morning of November 27, delegate Nguyen Manh Hung (Can Tho delegation) commented that this is extremely important content for promoting the strong and breakthrough development of the Capital to achieve the set goals.
If the 2012 Capital Law only has one sentence stating the policy of employing talented people, the draft revised Law has a whole article regulating the above content (Article 17).
However, delegates said that the provisions of this law are still unclear and incomplete, and need to be improved for implementation to be feasible. According to the data, in the period of 2013-2022, Hanoi only attracted 55 talents, who were valedictorians of universities, and Ho Chi Minh City attracted 5 talents (in the period of 2018-2022).
Besides, according to the delegate, reality shows that we cannot just offer some incentives and wait for talented people to come to us, but must proactively search, discover, and then attract them.
Governments, countries, and many large corporations have proactively sought and developed talent from a very early age when students were still in school. They are willing to support tuition fees, pay salaries, and sign recruitment commitments with the discovered talent before graduation.

Therefore, delegate Nguyen Manh Hung argued that simply attracting and employing talent is not enough, but there must be a policy to search for and discover talent. At the same time, the concept of "talent" needs to be clarified.
"In my opinion, talent is not necessarily the smartest person, the one with the most degrees and the highest qualifications, but the one who is most suitable for the job, achieves the best results with the assigned tasks, has a vision for future development...", delegate Nguyen Manh Hung said.
Notably, delegates suggested that there should be a separate chapter regulating this content called "Training, fostering, discovering, attracting, promoting talents and developing high-quality human resources".
Delegates said that it is necessary to study and supplement regulations such as building a communication policy on discovering and attracting talented people; supplementing mechanisms and policies for early talent development, thereby creating a roadmap for training, fostering, and recruiting in key industries; supplementing the construction of a civilized and modern working environment for talented people to develop; supplementing policies to support housing for talented people's families...

Delegate Duong Khac Mai (Dak Nong delegation) said that to specify the requirements in Resolution No. 15, Article 17 of the draft law has designed a clause on attracting, promoting talents, and developing high-quality human resources of the capital.
According to the delegate, this is important content, creating a "push" in the mechanism to attract, employ, and develop high-quality human resources for the capital Hanoi.
However, to make the regulation more feasible, delegates said that it is necessary to empower the City People's Council to issue more specific regulations on the subjects that need to be attracted, with a clear classification of the subjects, to have regulations on appropriate regimes and policies in recruitment, appointment and treatment, to attract and retain talented people to contribute to the development of the Capital.
In addition, delegate Duong Khac Mai said that the regulation on promoting decentralization for the city government in deciding on a number of contents related to the organization and staffing is an important breakthrough, creating a premise for the city to implement specific policy mechanisms in the draft.
The decentralization of power to the City People's Council is to decide on the establishment, reorganization, and dissolution of specialized specialized agencies and specialized administrative organizations under the People's Committee of Hanoi City, districts, towns, creating proactiveness, flexibility, and timely response to current state management work.
However, delegates said that it is also necessary to study and stipulate some additional conditions and requirements to ensure more caution and strictness in the establishment of these new agencies.

Delegate Pham Van Hoa (Dong Thap delegation) expressed his agreement with the provisions in Article 17 of the draft revised Law on the Capital, which regulates the issue of attracting and employing talented people. Mr. Hoa said that Hanoi is in dire need of specific policies, similar to Ho Chi Minh City, to create a good and open mechanism corridor, thereby attracting talented people to serve the Capital.

"What special mechanisms and regimes will these subjects have, and how will they study?", Mr. Hoa asked, and cited stories that happened recently in some localities such as Da Nang or Ho Chi Minh City.
"Training to your heart's content, studying abroad after graduation, or if you come back, you won't serve state agencies but will serve private enterprises, while the city budget spends money to train them," Mr. Hoa said and suggested that there must be clear regulations and binding obligations for policy beneficiaries .
