Achieved many positive results
According to the Steering Committee's report, in the first 6 months of 2024, the city's departments, branches, unions and districts, towns have seriously implemented the tasks identified in Program 06 in conjunction with the implementation of Resolution 09 of the City Party Committee.
Up to now, of the 18 targets of Program 06-CTr/TU, 14 targets have been completed and focused on improving quality, of which the targets "Proportion of families recognized and maintaining the title of Cultural Family; Proportion of villages and hamlets recognized and maintaining the title of Cultural Village; Proportion of residential groups recognized and maintaining the title of Cultural Residential Group; Proportion of agencies and units recognized with the title of Cultural annually"... have been completed and exceeded the targets set by the city.
Currently, there are 5 targets that need to be focused on and directed strongly in 2024; 3 difficult targets that need solutions to be completed by 2025 are upgrading the ranking of national monuments, the rate of villages and hamlets with cultural houses, and building inter-level schools on par with countries in the region.

Localities and units have focused on investing in building and upgrading cultural institutions, investing in renovating and embellishing historical relics, cultural relics, and green spaces.
Regarding improving the quality of human resources, the quality of general education continues to be maintained and has made many advances. The quality of university and college training is also of concern, strengthening the coordination of university education associated with appropriate mechanisms and policies to take advantage of the strengths of university training institutions in providing high-quality human resources.
Regarding building elegant and civilized Hanoians, the city has improved the quality of cultural models and movements. Many good models and practices have been replicated throughout society, many shining examples and beautiful stories have been promptly discovered, praised and honored.
Regarding the development of cultural industry, according to general records, localities and units focus on investing in developing a number of potential fields and advantages of the capital such as: Cultural tourism; performing arts; handicrafts, cuisine...
In addition to the achieved results, the Program Steering Committee also identified difficulties and limitations that need to be promptly overcome, such as: The development of cultural industry, exploitation and promotion of the value of historical and cultural relics after investment in districts, towns and cities are not monitored in accordance with the potential and advantages of the locality; awareness of cultural development, improving the quality of human resources, and building elegant and civilized Hanoians is not really profound and comprehensive.

In addition, the development of the vocational school system is not commensurate with the potential and advantages of the capital. Some indicators on vocational education, the rate of trained workers and the rate of workers with degrees and certificates have not met the requirements. The indicator on building national standard schools still faces many difficulties, not ensuring completion according to the program and plan. The implementation of civilized urban lifestyle is still limited, the situation of encroachment on sidewalks and roads for business, and violations of construction order still occur in many places...

Concluding the conference, Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong assessed: The results of Program 06 achieved since the beginning of the year have been quite comprehensive in many fields. Products related to the cultural field, especially the cultural industry, have been clearly demonstrated, bringing about efficiency and impact on socio-economic development. This has helped Hanoi tourism recover strongly, especially domestic tourism.
One of the highlights of the activities at the beginning of this year is that the Hanoi Party Committee issued and implemented Directive 30 on strengthening leadership in building elegant and civilized Hanoians, contributing to making the work of the Steering Committee of Program 06 more comprehensive. Many localities have made positive changes, making good use of the period, organizing events to highlight the city's activities.

However, in order for Program 06 to be implemented more effectively and better in the coming time, Mr. Nguyen Van Phong suggested that localities and units review the targets, make efforts and strive to implement them, especially to soon overcome the lack of cultural houses in villages and hamlets.
Localities and units need to pay more attention to developing cultural industries to promote tourism development. From there, localities need to review and determine to build at least 1 tourism product and 1 event related to developing cultural industries in the area.
In addition, Mr. Nguyen Van Phong also requested the Hanoi Department of Culture and Sports and related departments and branches to study the establishment of a cultural development support fund to support localities, businesses and organizations in developing local culture; closely review the implementation of Program 06 and activities related to commitments with UNESCO on developing a Creative City. The Department of Education and Training needs to pay attention to the quality of education, especially mass education.
At the same time, localities, departments and branches need to specify the implementation of the Law on the Capital (amended); organize meaningful and practical activities and events to arouse the development aspirations of each locality.../.
