Hanoi finalizes tuition fees and boarding service fees

At the special session of the Hanoi People's Council on March 29, delegates unanimously approved a Resolution regulating tuition fees for public preschool and general education institutions in the area from the 2023-2024 school year, replacing Resolution No. 03 issued in July 2023.

Accordingly, the tuition fee for direct learning from the 2023-2024 school year is equal to the tuition fee for the 2021-2022 school year.

For nurseries, kindergartens, high schools, and continuing education centers at high school level, students studying in urban areas will pay tuition of 217,000 VND/month, in rural areas 75,000 VND/month, and in mountainous communes 24,000 VND/month.

At the 5-year-old preschool, primary school, secondary school, and continuing education center at secondary level, the monthly tuition fee in urban areas is 155,000 VND/month, in rural areas 75,000 VND/month, and in mountainous communes 19,000 VND/month.

Tuition fees for online learning are 75% of the above mentioned direct learning fees.

In the same field of education, the Hanoi People's Council has passed a Resolution regulating the list of revenues and collection levels, and the revenue and expenditure management mechanism for services supporting educational and training activities at public preschool and general education institutions (excluding high-quality public educational institutions).

Accordingly, the regulation on student meals is 20,000 VND/day for breakfast, 35,000 VND/day for lunch; boarding care service is 235,000 VND/student/month; boarding equipment is 200,000 VND/preschool student/year, 133,000 VND/primary and secondary school student/year. The service of studying 2 sessions/day for secondary school is 235,000 VND/student/month; drinking water is 16,000 VND/student/month...

Also at the meeting, the Hanoi People's Council passed a Resolution on adjusting the total public service payroll of the city in 2024 and assigning additional educational staff payroll from the 2023-2024 school year.

Presenting the draft resolution, Director of Hanoi Department of Home Affairs Tran Dinh Canh said that based on the school network planning, the city has 33 newly established public kindergartens and primary schools put into operation in districts, towns and cities. The total scale is 554 additional classrooms and 19,350 students.

Therefore, Hanoi needs 114,367 people for the education sector according to the quota set by the Ministry of Education and Training. Currently, the city is actually short of 16,004 people.

Therefore, in the 2023-2024 school year, Hanoi proposed to be assigned an additional 8,939 positions in the education sector. In December 2023, the Central Organizing Committee decided to add 2,648 positions to the city's education staff.

In the resolution recently passed by the City People's Council, of the 2,648 additional educational staff positions, there are 447 positions for high schools, 1,033 positions for junior high schools, 977 positions for primary schools and 191 positions for kindergartens.
