On December 11, the 20th session of the 16th Hanoi People's Council held a question and answer session.
Attending the question and answer session were Politburo member, Secretary of the City Party Committee, Head of the Hanoi National Assembly Delegation Bui Thi Minh Hoai; Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh; Standing Deputy Secretary of the City Party Committee Nguyen Van Phong and other members of the City People's Council and People's Committee; representatives of departments, branches, sectors and units of the city....
There are still many contents behind schedule compared to the commitment.
Speaking at the opening of the question and answer session, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan said that based on the opinions and recommendations of voters, social issues of concern and the results of the synthesis of ballots proposing questions, based on the regulations and the proposed agenda of the session, on November 29, 2024, the Standing Committee of the City People's Council issued a document and sent ballots to ask for opinions from the City People's Council delegates on the proposed 2 groups of issues to decide on the questioning at this session.
Through synthesis, the majority of opinions of the City People's Council delegates agreed and highly agreed to choose 2 groups of contents that are of great interest to voters and people.
Firstly, the City People's Council re-questioned the implementation of a number of resolutions and conclusions of the City People's Council's questioning that have reached the deadline for resolution but implementation is still slow and ineffective.
Accordingly, since the beginning of the 2021-2026 term, the City People's Council has organized 7 question-and-answer sessions on groups of issues such as: slow-moving projects, public asset management, administrative reform, decentralization, digital transformation, discipline, public service discipline, environmental fields, wastewater and waste treatment, traffic, urban areas and many other important contents. These are all important and urgent issues that are of interest to public opinion and voters.
According to the Chairman of the City People's Council, the questioning and answering activities of the 16th City People's Council continued to have many innovations, which were substantive, effective and efficient. At the end of the questioning session, the City People's Council issued a resolution. The new point is to attach an appendix with "commitments", "promises", roadmaps, and completion times, creating conditions for the City People's Committee to organize, implement, and periodically monitor, count, and urge according to the committed deadline.
Many contents and issues after the questioning have been focused on by the City People's Committee and the Chairman of the City People's Committee, and seriously and focusedly implemented by relevant departments, branches and agencies, with clear changes and many specific results and products.
"Through monitoring, synthesis and supervision by the Standing Committee of the City People's Council and the opinions and recommendations of voters, a number of contents and issues have been resolved and concluded by the City People's Council, and so far the implementation is still slow and ineffective, and needs to be re-questioned to clarify the causes - especially subjective causes; clearly identify responsibilities, roadmaps and more drastic and effective solutions to accelerate the implementation progress in the coming time" - Chairman of the City People's Council said.
Questioning to find breakthrough solutions, completing term targets
In the second group of issues, the City People's Council questioned the implementation of a number of targets and tasks of the 5-year socio-economic development plan for the 2021-2025 period.
Chairman of the City People's Council Nguyen Ngoc Tuan said that since the beginning of the term, in the context of many difficulties and challenges, especially the impact of the Covid-19 pandemic and the complicated and unpredictable fluctuations of the world's political and economic situation, the City has directed to focus on, lead and seriously implement the Central's instructions; effectively implement solutions to remove difficulties, promote socio-economic development, ensure national security and defense and achieve many outstanding results.
According to the report of the City People's Committee and the supervision of the City People's Council on the progress of implementing the 5-year socio-economic development plan for the period 2021-2025, it shows that: out of 20 main socio-economic targets, it is expected that by the end of 2025, 3 targets will be completed beyond the plan, 5 targets are expected to be completed; 12 targets are expected to be difficult to complete according to the plan. Some component targets are low, facing many difficulties, there are no effective solutions to speed up progress; some industries and fields have not had breakthrough growth and development compared to their potential and strengths....
The Chairman of the City People's Council emphasized that 2025 is the final year, which is of decisive significance in completing the goals and targets of the Resolution of the 17th City Party Congress and the City People's Council's Plan on socio-economic development for the period 2021-2025. Therefore, the City People's Council's questioning of the implementation of socio-economic development targets and tasks is necessary to evaluate the results, identify the shortcomings, obstacles, difficulties, subjective and objective causes, responsibilities of all levels and sectors, and propose breakthrough, drastic, synchronous and effective solutions to strive to achieve the highest goals and targets of the entire term.
