At the press conference on socio-economic situation organized by Hanoi People's Committee, Mr. Le Trung Hieu - Deputy Director of Hanoi Department of Planning and Investment informed about the implementation of public investment capital allocation in 2024.
Accordingly, the Hanoi People's Committee issued Decision No. 6336 to assign socio-economic development plan targets and budget revenue and expenditure estimates for 2024 of the City; in which, the 2024 development investment capital plan has been allocated according to the provisions of the Law on Budget, the Law on Public Investment and the directions of the Prime Minister.
The city also identified 2024 as a difficult and challenging year for the city. In particular, the public investment plan for 2024 is VND 81,033 billion, 1.4 times higher than the public investment plan for 2023. "Hanoi will direct strongly to achieve targets related to public investment, especially for key projects of the city", the Deputy Director of the Department of Planning and Investment informed.
Clarifying this content, Mr. Truong Viet Dung - Chief of Office of Hanoi People's Committee said that in the past 3 years, Hanoi has made remarkable improvements in public investment disbursement. Accordingly, in 2022, the City's disbursement result was 78.7%; in 2023 it was 87.8% (as of December 31); up to now, 108% of the Central Government's plan has been disbursed and 89% of the City's target has been achieved.
Chief of Office of Hanoi People's Committee Truong Viet Dung; Permanent Deputy Head of Propaganda Department of Hanoi Party Committee Pham Thanh Hoc chaired the press conference.
Notably, for the first time in many years, Hanoi achieved public investment disbursement higher than the average of the Central Government (as of December 31, the Central Government had only disbursed 73%).
Mr. Dung affirmed that the City has taken action very resolutely. With this determination, the Standing Committee of the City Party Committee has assigned each comrade to monitor the area to check this item. In addition, for each component project, there is a monthly report.
Regarding the Ring Road 4 Project - Capital Region, Hanoi City is the first unit among the 3 provinces to start construction. Up to this point, the Hanoi Traffic Construction Investment Management Board - the project investor is the highest disbursement unit in the City. "Hanoi commits and affirms that Ring Road 4 will be completed on schedule as promised to the National Assembly and the Government", Chief of Office Truong Viet Dung emphasized .
