Google rates Vietnam's digital economic growth as the fastest in Southeast Asia

Evaluating the outstanding results of national digital transformation in 2023, the Ministry of Information and Communications said that the National Digital Transformation Program, the National Strategy for Developing Digital Government, Digital Economy and Digital Society set 62 goals, of which 18 goals have been completed (29%), 27 goals are highly likely to be completed (43.5%) and 17 goals require concentrated efforts to be completed on time (27.5%). The 2023 plan sets 126 tasks, 102 tasks have been completed, reaching 81%.

In 2023, the World Intellectual Property Organization ranked Vietnam's Innovation Index 2023 at 46th place, up 2 places compared to 2022, continuously maintaining its position in the top 50 countries since 2018. Vietnam's national digital transformation index from 2020 to 2022 increased by 48%, from 0.48 to 0.71. In 2023, this index is expected to reach 0.75.

Google's report assessed that Vietnam's digital economy growth rate is the fastest in Southeast Asia for two consecutive years (28% in 2022 and 19% in 2023), 3.5 times higher than the GDP growth rate. The Ministry of Information and Communications estimates that the proportion of the digital economy in Vietnam's GDP in 2023 will reach 16.5%. Vietnam's digital economy growth rate is about 20%/year, 3 times higher than the GDP growth rate.

The Ministry of Information and Communications has chosen 2023 as the year to accompany Vietnamese digital technology enterprises abroad. In 2023, Vietnam had more than 1,500 Vietnamese digital technology enterprises with revenue from foreign markets, an increase of more than 7% compared to 2022. Total revenue from foreign markets is estimated at 7.5 billion USD, an increase of 4% compared to 2022. Revenue from concentrated information technology parks is about 15 million USD/ha/year, about 15 times higher than that of industrial parks.

Vietnam is among the top 10 countries in terms of the number of new downloads of applications on mobile devices for two consecutive years (2022, 2023). The number of users on Vietnamese digital platforms increased by 46% compared to 2022. The three applications of state agencies with a large number of users are VneID of the Ministry of Public Security, VssID of the Social Insurance and Vietnam Youth of the Central Youth Union.

By the end of 2023, ministries and sectors had cut and simplified nearly 2,500 business regulations and simplified 528/1,086 administrative procedures related to citizens. Connecting and sharing data has brought about concrete results, solving cross-sectoral problems that were previously very difficult to solve thoroughly.

Typically, connecting and sharing population and insurance data makes it more convenient for people to go to the doctor, only needing to provide citizen identification, the process is shortened from 4 steps to 2 steps. The time for each authentication is reduced from 10 minutes to only 6-13 seconds.

Connecting and sharing data to simplify business registration procedures, combining 4 processes: Business registration, Social insurance registration, Labor use declaration and Invoice registration, into only 1 process, shortening the implementation time from 16 days to a maximum of 6 days.

There have been breakthrough changes in the handling of administrative procedures in some localities. For example, in June 2023, Quang Ninh granted investment certificates to two investment projects of enterprises with a total investment capital of nearly 250 million USD in just 12 working hours from the time the investor submitted the application online through the province's public service portal, shortening the time by 14 working days compared to the regulations.
