The Ministry of Construction and the Ministry of Transport have just co-chaired a national online conference to implement the Prime Minister's Official Dispatch No. 02/CD-TTg dated January 9, 2024, to focus on removing difficulties and obstacles related to construction norms and unit prices; exploiting and supplying construction materials for key and important national transport projects and works.

In recent times, the Prime Minister has issued many instructions to carry out tasks and solutions to accelerate the progress of investment and construction projects, especially key and important national transport projects and works. The synchronous implementation of solutions has created positive changes to remove difficulties and obstacles in the implementation of investment and construction projects. The Ministry of Transport, the Ministry of Construction, and the Ministry of Natural Resources and Environment have proactively urged and guided ministries, branches, and localities to remove difficulties and obstacles in the implementation of investment and construction projects.
Therefore, on January 9, 2024, the Prime Minister issued Official Dispatch No. 02/CD-TTg focusing on removing difficulties and obstacles related to construction unit price norms; exploiting and supplying construction materials for key and important national traffic projects and works.
At the conference, many opinions reflected that construction norms and construction prices are still lacking or not calculated correctly, fully, or are no longer suitable to reality. The construction and announcement of prices for materials, labor, construction machinery, and construction price indexes of some localities are still slow and not close to reality. The determination of material prices at common construction material mines (soil, stone, sand) that are applied with special mechanisms for mineral exploitation also encountered many difficulties. In addition, the procedures from the time of establishment to the issuance of mining licenses are prolonged (about 8 months), the reason is that there are no clear instructions from the beginning, localities understand and apply differently in the direction of safety and caution, leading to prolonged procedures. Not only that, many cost items that contractors directly implement to exploit material mines have not been specifically guided as a basis for supervision and acceptance.
After discussion, the Ministry of Construction and the Ministry of Transport agreed on the management and issuance of construction norms and unit prices; determining the prices of common construction materials at mines assigned to contractors for exploitation according to a specific mechanism. Accordingly, the Ministry of Construction shall, according to its authority or as advised by competent authorities, issue methods for determining construction norms and unit prices. At the same time, review to amend, supplement or issue new construction norms and unit prices for common use in construction works; monitor and urge ministries, branches and localities to issue specialized and specific norms according to their authority. The Ministry of Transport will issue new and adjust and supplement 547 construction estimate norms in the first quarter of 2024.
In addition, the Ministry of Construction and the Ministry of Transport will advise competent authorities to amend and supplement legal documents related to the management of construction investment costs, ensuring that they are consistent with the actual situation. Guide each locality to carry out procedures for exploiting sea sand to meet the needs of supplying project filling materials... Localities promptly announce construction price indexes, construction material prices, and construction labor unit prices to ensure they are complete, consistent with market prices, and in accordance with legal regulations. Review mineral mines for filling materials in the area to plan and license mineral mines for filling materials to ensure sufficient materials on schedule for the construction needs of key transport projects in the area.
