Removing difficulties to speed up disbursement of public investment capital

On June 23, information from the Office of the People's Committee of Kien Giang province, on the morning of June 22, Vice Chairman of the Provincial People's Committee Nguyen Thanh Nhan chaired an online conference with districts and cities to review public investment work in the first 6 months of the year and deploy tasks for the remaining months of 2023.

In 2023, the public investment capital plan in the province is allocated more than 6,241 billion VND, an increase of 660 billion VND compared to the Prime Minister's Decision. Up to now, the Provincial People's Committee has assigned detailed capital reaching 100% of the plan set forth in the Provincial People's Council Resolution.

As of June 19, the disbursement value was VND 1,508 billion, reaching 24.17% of the plan, of which capital managed by provincial departments, branches and sectors accounted for 44.85% of the plan; capital managed by district and city levels accounted for 55.15% of the plan.

Estimated implementation by June 30, the disbursement value is more than VND 2,291 billion, reaching 36.72% of the plan (2.53% higher than the same period in 2022). In the first 6 months of the year, the estimated disbursement of investment capital from lottery revenue is quite high (reaching 45.75% of the capital plan), the disbursement rate of investment capital from land use revenue is very positive (estimated at 38.95% of the capital plan).

Some units and localities have so far had a disbursement rate of over 40% of the capital plan such as: Department of Culture and Sports, Department of Health, Provincial Police, Center for clean water and rural environmental sanitation, Tan Hiep district, An Minh district.

Mr. Huynh Xuan Vu, Deputy Director of the Department of Planning and Investment, said: The current difficulty is that projects transferred to 2023 are stuck with prolonged site clearance, most of which are transportation projects, affecting construction progress.

Notably, projects using central capital and projects under the Socio-Economic Recovery and Development Program are being implemented slowly.

In addition, the scarcity of construction materials in the province such as stone, construction sand, etc. affects the construction progress of the packages.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Nguyen Thanh Nhan requested departments, branches, districts and cities to focus on strictly implementing the directions of the Government, ministries, central branches and the Provincial People's Committee on implementing the public investment plan in 2023, considering this a key political task of their agencies and units, as a basis for reviewing and evaluating cadres in 2023.

In addition, it is necessary to raise the responsibility of the head who is primarily responsible for the target of disbursing 100% of the assigned capital of his/her industry and locality before the Provincial Party Committee and Provincial People's Committee.

For Project Management Boards and investors, urgently review and develop detailed progress plans for the remaining 6 months and specific months of each project and construction for implementation and supervision; investors who have not had a disbursement rate or a low disbursement rate (below 40%) urgently hold meetings with the Board of Directors and the Standing Committee of the People's Committee to clearly identify the causes, responsibilities and assign leaders to monitor, inspect and urge each project to speed up construction progress; units with a disbursement rate of over 40%, continue to closely monitor the progress of each project to shorten construction time, promptly put the completed project into use, helping to promote investment efficiency and promote socio-economic development.

Vice Chairman of the Provincial People's Committee Nguyen Thanh Nhan emphasized that site clearance is the most important step, therefore, the People's Committees of districts and cities urgently urge and promptly complete site clearance plans for projects in the area; strengthen propaganda and mobilize people in the project area to promptly relocate and hand over the site to the construction unit to implement the project to ensure progress.

If there are difficulties or problems beyond the authority, it is necessary to proactively coordinate with the investor to report to the Department of Natural Resources and Environment for advice on handling; proactively and promptly remove difficulties and problems regarding applicable mechanisms and policies to help localities speed up the progress of site clearance for key projects.

In addition, projects under the National Target Program and the Economic Recovery Program continue to focus on accelerating the completion of procedures for selecting contractors and disbursing funds, especially economic recovery capital. Investors are responsible to the Provincial Party Committee and the Provincial People's Committee if they do not fully disburse in 2023.

Focus on speeding up the progress of key projects including: Rach Gia - Hon Dat - Kien Luong coastal road and 3/2 road extended to Chau Thanh; Rach Gia Port, Oncology Hospital, Giang Thanh District Medical Center... ensuring progress according to the direction of the Provincial Party Committee.
