In what cases are teachers allowed to tutor elementary school students?

According to regulations, teachers are not allowed to teach extra classes to primary school students outside of the following three cases.


From February 14, Circular 29/2024 of the Ministry of Education and Training on extra teaching and learning will take effect with many new regulations. Teachers are allowed to teach 3 cases of primary school students inside and outside of school.

When to teach extra students?

Article 4, Circular 29/2024 stipulates cases where extra teaching and extra teaching are not allowed. Accordingly, teachers are not allowed to organize extra teaching with primary school students, except for 3 cases:

  • Art education.
  • Sports
  • Practice life skills.

Thus, teachers can organize extra classes both inside and outside the school and collect or not collect money from primary school students in the 3 cases mentioned above. This regulation is unchanged from the content of Circular 4/2014 issued by the Ministry of Education and Training previously.

In addition, Article 4 of Circular 29/2024 also clearly stipulates cases where extra classes are not allowed. Specifically, teachers are not allowed to give extra classes to their own students.

In addition, teachers at public schools are not allowed to participate in the management and operation of extra-curricular teaching but can participate in extra-curricular teaching.

Responsibilities of the tutor

Article 14, Circular 29/2024 clearly stipulates the responsibilities of teachers when participating in extra teaching activities as follows:

  • Implement the regulations on extra teaching and learning in this Circular and other relevant legal regulations.
  • Manage and ensure the quality of extra teaching and learning and the rights of students and tutors; manage and use extra-learning money according to regulations.
  • Manage and keep records of extra teaching and learning organizations according to regulations.
  • Report and explain the implementation of the provisions of this Circular and relevant legal provisions to competent authorities when requested.
  • Receive and handle opinions, recommendations, and wishes of students and their parents regarding extra teaching and learning before and during the implementation process.

Along with that, the Circular increases the management responsibility of the Principal with teachers when they participate in extra-curricular teaching. Specifically, teachers when teaching extra-curricular teaching must report to the Principal about the subject, location, form, and time of participation in extra-curricular teaching.
