Speaking to the press this afternoon, February 10, Mr. Pham Ngoc Thuong said that, in addition to innovations in management, extra teaching and learning also requires changes in the awareness of the whole society towards this issue. Therefore, many short-term and long-term solutions are needed to effectively manage extra teaching and learning. Here, Mr. Thuong mentioned some solutions.

The first is the administrative solution. The second is the professional solution: improve the capacity and teaching methods of teachers, the responsibility of teachers; promote the self-study ability of students; innovate testing and evaluation, in which, regular testing and evaluation, final evaluation, and entrance exams must be consistent with the content and requirements of the 2018 General Education Program; do not create puzzles or give questions outside the program content to ensure that students study according to the program, do not need to study extra to pass the tests and entrance exams.

Third, the solution to improve facilities and schools: there must be enough schools to ensure equal access to education for students. Increase the number of schools and classes that teach two sessions per day.

Fifth, the solution is to propagate and mobilize, thereby raising teachers' sense of self-respect and self-esteem to say "no" to extra teaching that is not in accordance with regulations.
Mr. Thuong added that the management of extra teaching and learning is not only a policy issue but also a change in social awareness. In addition, policies to ensure the lives of teachers are also a solution to this problem.
In the past, the Ministry of Education and Training has given many consultations and is continuing to give consultations on policies for teachers, in which the Law on Teachers expected to be issued in the near future will also bring positive policies for teachers.
