Attending the conference at the main bridge in Hanoi were representatives of the Central Party Committees; the National Assembly, representatives of the leaders of ministries, ministerial-level agencies, leaders of political and social organizations; the Standing Committee of the People's Committees of 63 provinces and cities; and educational and training establishments in Hanoi. Representatives of the leaders of agencies, departments, branches, organizations, educational and training establishments in the provinces and cities attended at the online bridges.
The conference took place at a time when Vietnam and other countries around the world celebrated the 76th anniversary of the United Nations General Assembly's adoption of the Universal Declaration of Human Rights (December 10, 1948 - December 10, 2024) and responded to the 5th phase of the human rights education program adopted by the United Nations Human Rights Council on August 19, 2024.
The conference aims to summarize and evaluate the results and limitations in the implementation of Decision No. 1309/QD-TTg dated September 5, 2017 of the Prime Minister and Directive 34/CT-TTg dated December 21, 2021 of the Prime Minister on strengthening the implementation of the Project on incorporating human rights content into the education program in the national education system.
Speaking at the opening of the Conference, Professor, Dr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, emphasized: “One of the core points of the new era, as discussed by General Secretary To Lam, is to aim for the goal of “everyone having a prosperous and happy life, being supported to develop and enrich themselves; contributing more and more to peace, stability, development of the region and the world, to the happiness of humanity and global civilization”.
In other words, in this new era, human rights and civil rights continue to receive attention from our Party and State and are increasingly better guaranteed, as our beloved President Ho Chi Minh always wished for during his lifetime.
We can also affirm that, in recent times, respecting, ensuring and protecting human rights in general and human rights education in particular have always been issues of deep concern to our Party and State, especially during the period of Renovation.
The conference listened to the report summarizing 7 years of implementing the Project presented by the representative of the Ho Chi Minh National Academy of Politics; comments from representatives of 4 ministries/sectors participating in the Project's executive board (Ministry of Education and Training, Ministry of Labor, War Invalids and Social Affairs; Ministry of National Defense, Ministry of Public Security) and representatives of a number of provinces and cities across the country.
The results of the Conference are an important basis for submitting to the Central Party Secretariat to issue a Directive on human rights education in the new situation in 2025 and to develop a Project for the next phase when the Project ends in 2025.
Speaking at the conference, Prime Minister Pham Minh Chinh stated that human rights go hand in hand with human rights education, how to protect human rights, and how to educate human rights are two parallel aspects of the process; they are of special importance to social life, thereby helping people raise their awareness and understanding, have the consciousness to protect their own rights, respect the dignity and freedoms of others, and be aware of their responsibilities and obligations as citizens towards the State and society.
It can be said that human rights and education are the center and subject of human development. Protecting human rights and educating human rights are two parallel aspects of the process; this is not our own issue but is a national, comprehensive and global issue.
We have set two 100-year goals: by 2030 we will be a developing country with modern industry and high average income, and by 2025 we will be a developed country with high income. All goals include three main contents, including the right to life, the right to liberty, and the right to pursue happiness.
General Secretary To Lam said that we must not let some laws become bottlenecks that hinder the implementation of human rights, civil rights and socio-economic development; we identify the "bottleneck of bottlenecks" as institutions, and identify the "breakthrough of breakthroughs" as policy institutions because institutions and policies are the driving force and resources for development.
The Government has issued policies, plans, and contents... to implement human rights and educate human rights. The Party's consistent and consistent viewpoint is to protect and educate people's right to life and right to freedom.
People are the center, the subject, and at the same time the goal and the driving force for development, not sacrificing progress and social justice to pursue mere economic growth. The social safety net is inclusive, comprehensive, and integrated. Social justice policy is a human policy; especially equal access to education and health care.
In the coming time, the Prime Minister emphasized that, in terms of viewpoint, protecting human rights and educating human rights is the task of the entire political system, the entire people, with an inclusive, comprehensive nature and of the whole country.
For Vietnam, protecting human rights and educating about human rights is the task of the entire political system, with a national, comprehensive, and inclusive nature; protecting human rights and educating about human rights is under the leadership of the Party, the management of the State, and the participation of the people; this is an official program, not a combination, placed within our overall education system, based on the viewpoint of taking "students as the center, teachers as the driving force, schools as the foundation"; implementing lifelong learning and a learning society.
The Prime Minister proposed to summarize this Project, its implementation, and to issue a Directive of the Secretariat in the near future, and to develop a new Project of the Government for implementation in the 2026-2030 period.
Regarding the main tasks and solutions: for ensuring human rights: Continue to synchronously and effectively implement the Party's guidelines and policies, the State's mechanisms, policies and laws on ensuring human rights. Fully institutionalize and effectively implement the contents of human rights stipulated in the 2013 Constitution. Make the principle of a human rights-based approach a mandatory requirement and evaluation criterion in the activities of building and implementing policies and laws at all levels.
Continue to innovate and improve the quality of social policies in a comprehensive, modern, inclusive and sustainable manner in the spirit of taking people as the center and subject. Effectively implement policies to ensure social security, sustainable poverty reduction, and support vulnerable groups. Strengthen the role of the Vietnam Fatherland Front and socio-political organizations in disseminating, monitoring and promoting respect, protection and guarantee of human rights throughout society.
Participate responsibly, promote dialogue and cooperation within the framework of the United Nations Human Rights Council among relevant countries, regional organizations and United Nations human rights mechanisms to address common concerns on issues related to human rights and humanitarian issues.
According to the Prime Minister, human rights in Vietnam are reflected in: human rights are guaranteed, living happily, living healthily, living safely, living greenly. Human rights in Vietnam are freedom, operating within the framework of the Constitution and law, maximizing personal interests and contributing to the community and society; Vietnamese people have a prosperous and happy life that increases every year, must be equal, leaving no one behind.
Regarding the implementation of the Project to incorporate human rights content into the education program in the national education system, the Prime Minister directed the agencies participating in the Project Steering Committee, the People's Committees of provinces and cities, and relevant agencies, and educational institutions to focus on reviewing, striving to the highest level, and best completing all tasks and goals set for 2025, ensuring substance, not formalism, achievementism; completing each task.
The Ho Chi Minh National Academy of Politics urgently completes educational materials, textbooks, and reference books suitable for each target group, ensuring the systematicity and interconnectivity of the materials, linking theory with practice, Vietnamese and international experience, suitable for Vietnam's conditions, historical and cultural traditions; closely coordinates with the Ministry of Education and Training to guide the use of textbooks and human rights education materials at all levels of education; continues to organize training and foster human rights knowledge, develop a team of experts and teachers teaching human rights; completes the implementation of human rights education content in educational institutions in the 2025-2026 school year so that the new stage will be upgraded to a new level.
The Prime Minister directed the Ministry of Finance to strengthen guidance and support for agencies participating in the implementation of the Project, and the People's Committees of provinces and cities in developing financial plans, allocating funds, and ensuring resources for agencies to effectively perform assigned tasks.
Strengthening propaganda on human rights protection and human rights education in Vietnam, especially the consistent viewpoints, guidelines and policies of the Party and State, as a basis for fighting against distorted and incorrect arguments of hostile forces and people who are politically dissatisfied with human rights.
Proactively summarize the implementation of the Project in the 2017-2025 period; at the same time, research and submit to the Central Party Secretariat to issue a Directive on human rights education in the new situation in 2025 and develop a Project for the next period.
The Prime Minister stated that on October 18, 2024, the Politburo concluded and directed a number of contents on the Development Strategy of the Ho Chi Minh National Academy of Politics to 2030, with a vision to 2045. The Prime Minister requested the Ho Chi Minh National Academy of Politics and a number of relevant ministries and branches to develop a Government Plan to implement this Conclusion.
Protecting human rights and educating human rights under the leadership of the Party, the participation of the entire political system and the entire population to realize the importance of this issue.
We believe that with the solidarity, joint efforts and unanimity of the entire political system and the entire population, the work of protecting human rights will achieve good results, bringing the country into a new era - the era of a strong and prosperous nation.
