Supervising the implementation of the new rural construction program

On October 2, the Provincial People's Council's Supervisory Delegation led by Comrade Nguyen Thai Hung, Member of the Provincial Party Standing Committee, Chairman of the Provincial People's Council, worked with the Provincial People's Committee on the implementation of the national target program on new rural construction in Son La province, period 2021-2025.

The Supervisory Delegation worked with the Provincial People's Committee and relevant departments.

Attending the supervision were comrades: Cha A Cua, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council; Trang Thi Xuan, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of the Provincial People's Council and a number of related departments and branches.

In recent times, the Provincial Party Committee, People's Council and People's Committee have focused on leading, directing and issuing many mechanisms and policies to implement the National Target Program on New Rural Development (NTM) for the 2021-2025 period; mobilizing the strong participation of the entire political system and society, especially the widespread response of rural communities.

From 2021 to present, the whole province has mobilized over 21,300 billion VND to build new rural areas, of which, the state budget directly supported nearly 1,200 billion VND; capital integrated from programs and projects in rural areas was over 3,200 billion VND; loan capital from credit institutions was over 16,600 billion VND, the rest was capital from enterprises, cooperatives, mobilized from the people. From February 2022 to present, 11 new rural communes have been recognized and announced, bringing the total number of communes meeting new rural standards to 65 communes; 57 villages and sub-areas have been recognized as meeting new rural standards and 17 villages have met model new rural standards. On average, communes in the province achieved 12.39 criteria/commune, an increase of 3.49 criteria/commune compared to 2022.

Speaking at the supervision meeting, comrade Nguyen Thai Hung requested the Provincial People's Committee and relevant departments and branches to absorb the opinions of the delegates to complete the report on the basis of a correct and substantial assessment of the implementation of the National Target Program on New Rural Construction for the 2021-2025 period in the province; especially re-evaluating the implementation of the mechanisms and policies issued by the province in building new rural areas.

The Provincial People's Committee needs to propose to the Ministry of Finance and central ministries and branches to allow the extension of capital sources to 2025 in the direction of recovering them to the central budget and reallocating them to localities in 2025, creating favorable conditions for localities to monitor, manage, use, and settle funds. It is recommended to balance capital allocation and provide guidance on the implementation of the component of supporting production and stabilizing the lives of people resettled in Son La hydropower plant according to the Project on stabilizing the population and developing the socio-economic situation in the resettlement area of ​​Son La hydropower plant.

Propose that the Provincial People's Committee regularly review the progress of implementing the capital allocation plan to implement the national target program on new rural construction in particular and national target programs in general, promptly submit to the Provincial People's Council to adjust the capital plan, speed up the disbursement progress, ensure the principles and criteria according to regulations.
