The decision comes two months after the EU raised tariffs on all electric cars imported from China, citing "unfair" state subsidies that unduly benefit Chinese electric car makers at the expense of European manufacturers.
Tesla, which has a factory near Berlin, Germany, but has produced many cars in China and exported them to Europe, has asked the EU to recalculate the initial tax increase applied to the company at 20.8%. By August 20, the European Commission had set the tax increase for Tesla at only 9%. This is in addition to the EU's existing 10% tax on all imported electric vehicles.

The 9% rate for Tesla is much lower than the additional tariffs of 17-36.3% levied on other Chinese carmakers. The European Commission said the reduction in Tesla's additional tariffs was made after reviewing the "level of subsidies" Tesla receives in China.
