From 2025 to 2028, Ho Chi Minh City plans to upgrade and expand 4 gateway BOT projects, including the project to upgrade and expand National Highway 1 from Kinh Duong Vuong Street (Binh Tan District) to the border of Long An province, nearly 10km long, which is the main artery connecting Ho Chi Minh City with the provinces of the Southwest. (In the photo, the end point of the project intersects with Ben Luc - Long Thanh Expressway with National Highway 1, bordering Long An province).

According to records, there is currently 1.5km of National Highway 1 from An Lac intersection to Tan Kien intersection (East-West Avenue intersection) with a scale of 6-10 car lanes, 2 separate mixed lanes and sidewalks, 2-way traffic. Particularly, the section at Tan Kien intersection has a residential road on both sides.

The total cross-section width is about 25m (except for Binh Thuan intersection and Ring Road 3 intersection).

As a gateway route, National Highway 1 is very crowded every day. However, with its current scale, National Highway 1 is seriously overloaded, unable to meet traffic demand, causing frequent traffic jams, traffic safety issues, and potential risks of accidents...

Especially during holidays and Tet, the road is always overloaded; motorbikes and cars jostle each other, inch by inch on the road.

Mr. Nguyen Ngoc Quang (living in Binh Tan District) shared that during rush hour, National Highway 1 is always overloaded, vehicles are densely packed, making it difficult for people to travel. "Sometimes it takes me an hour just to travel a few kilometers. The road is small, there are many vehicles, cars and motorbikes jostle each other. And during Tet, it is needless to say, it is haunting," said Mr. Quang.

According to the pre-feasibility study report submitted by the Ho Chi Minh City Department of Transport to the City People's Committee, the project to upgrade and expand National Highway 1 has a total investment of more than 16,000 billion VND, with a cross-section of 10-12 lanes and a width of 60m. The design speed of the main route is 80km/h, and the parallel roads on both sides are 60km/h.

The project is expected to have 5 interchanges. Regarding the bridges, the project will utilize 2 existing Binh Dien bridges with 6 lanes. These bridges will be invested appropriately when upgrading the river route; at the same time, a new bridge unit on the right with 6 lanes will be built. At the Binh Dien intersection, the project will build a 4-lane underpass.

The project to upgrade and expand National Highway 1 has a large land area, with about 95.77 hectares (8.73 hectares on the Binh Tan District side, 87.04 hectares on the Binh Chanh District side). Of which, the land area to be cleared is about 29.18 hectares, the number of affected households is expected to be about 2,126 households, of which the number of households to be cleared is about 517 households. The preliminary cost of compensation, support, and resettlement (including contingency) is about 9,611 billion VND.

Similar to the other three gateway BOT projects, after completion and operation, the upgraded National Highway 1 will only collect tolls on the main road, not on parallel roads to create more options for people as well as limit the impact on people living in the area.

The upgrading and expansion of National Highway 1 along with the routes being implemented in the area such as Ring Roads 2, 3, 4... will gradually complete the city's traffic infrastructure system, creating fast, less interrupted traffic routes, connecting inter-regions, connecting with highways, Ring Roads... contributing to reducing traffic congestion and accidents at the southern gateway of Ho Chi Minh City.
