Section 1 (from Bui Huy Bich Street to the 24m planned road) according to Decision No. 911/2023 of Vinh City People's Committee, in accordance with the 1/2000 scale zoning plan of Nghi Phu commune and Hung Loc commune, route length 879.41 m, total investment 217.3 billion VND.

As for section 2 (the starting point intersects with Truong Van Linh Street, the ending point intersects with Bui Huy Bich Street), according to Decision No. 2692 of Vinh City People's Committee. This section has a total investment of more than 93.3 billion VND, nearly 200m long. The entire road will be built 24m wide, of which the road surface is 12m wide, the sidewalk is 2 x 6m, and the road surface is asphalt.

Construction items ensure synchronous technical infrastructure of the route including drainage ditches, lighting, sidewalks, technical trenches, group B works, and level III traffic.

According to the basic design plan, due to low ground, the starting point KmO (intersection with Bui Huy Bich street) has a design elevation of +5.34m, the end point Km+ 879, intersecting with the planned road 24m, has a design elevation of +4.42m. Before filling the roadbed, all organic mud surface layers must be removed, and the extension of the adjacent foundation must be filled with grade III soil to ensure compaction.

The expanded road is poured with 7cm thick asphalt concrete, the base layer is made of 20cm thick standard crushed stone, the top layer is made of 15cm thick standard crushed stone. The road is designed with curbs, ditches, pavements, sidewalks, and Terrazzo pavements, and shade trees are planted on both sides. The road has a 2m wide irrigation ditch, with collection pits, inspection pits, and ditch panels.

The route will be invested in a synchronous lighting system, water pipes will be restored to match the road surface planning, some new underground power cables will be installed, and overhead power lines will be dismantled and recovered.

The goal of building the route, according to city leaders, is to complete the city's technical infrastructure, meet the requirements of urban traffic, drainage, environmental sanitation, and contribute to urban beautification. The construction period is from 2023 and will not exceed 4 years. Currently, Vinh City has completed the inventory to clear the land for the intersection with Truong Van Linh Street to Bui Huy Bich Street.

The current Hai Thuong Lan Ong Street has a total length of 2.7km, 10.5-13.5m wide, from the intersection with Ha Huy Tap Street (right at Kenh Bac Bridge) through the administrative area of Ha Huy Tap Ward, through the intersections with Le Nin, Truong Van Linh, Chu Trac Streets... The street is adjacent to the Central Ear, Nose and Throat Hospital, Lotte Mart Vinh supermarket, Ha Huy Tap 2 Primary School, City Medical Center... The current expanded section has a severely degraded road surface, making it difficult for vehicles to travel due to the narrow road surface.
