The Provincial People's Committee has just issued Notice No. 761/TB-UBND dated October 10, the conclusion of the Provincial People's Committee Chairman Nguyen Duc Trung at the Conference with Associations, Business Associations, and Entrepreneurs of the province held on October 5.
After listening to the Department of Planning and Investment report on the situation of handling business petitions; Associations, Business Associations, and businessmen of the province presenting difficulties and problems of businesses along with recommendations and proposals; responses from departments, branches, localities and related units, Chairman of the Provincial People's Committee Nguyen Duc Trung informed about the outstanding socio-economic results achieved by the province in the first 9 months of 2023.
Chairman of the Provincial People's Committee Nguyen Duc Trung affirmed that the province always accompanies, supports, and shares difficulties with businesses, identifying these as difficulties and obstacles of the province. In that spirit, he requested the Provincial Business Association, Business Associations, and businesses to share and accompany the province and departments, branches, and localities for the common goals and development.
The Chairman of the Provincial People's Committee requested the Provincial Business Bloc Party Committee, VCCI Nghe An, Associations, Business Associations, and Provincial Entrepreneurs to continue to grasp, review, and notify businesses to proactively send early recommendations to synthesize and send to the Center for Investment, Trade and Tourism Promotion before the Conferences.
At the same time, based on the responses of relevant departments, branches and localities, the Department of Planning and Investment has compiled and concluded at this meeting to provide feedback to businesses. In case there are any difficulties or problems, it is recommended that businesses be instructed to work directly with relevant agencies and units for specific guidance and solutions.
The Chairman of the Provincial People's Committee assigned the Department of Planning and Investment to preside over and coordinate with relevant sectors to review, synthesize, and classify recommendations according to their authority and send them to relevant departments, sectors, and localities to proactively resolve and propose the Provincial People's Committee to promptly resolve recommendations and problems of enterprises. In case of truly urgent recommendations, the Provincial People's Committee shall organize an extraordinary meeting to consider and resolve them.
The Chairman of the Provincial People's Committee requested relevant departments, branches, localities and units to closely monitor the situation, focus on handling, proactively and promptly resolve recommendations and proposals from enterprises according to their authority and tasks assigned by the Provincial People's Committee; have specific solutions to thoroughly resolve recommendations from enterprises with the fastest progress, respond clearly and decisively, avoid pushing; in case of difficulties and problems beyond their authority, promptly report to the Provincial People's Committee for consideration and direction. At the same time, create conditions and provide maximum support for enterprises according to current regulations, strictly prohibit the issuance of regulations and requirements that hinder or cause further difficulties for enterprises' production and business activities.
Regarding the recommendations in Conclusion Notice No. 465/TB-UBND dated June 29, 2023 of the Provincial People's Committee, the Chairman of the Provincial People's Committee requests departments, branches, sectors and localities to continue performing assigned tasks.
In particular, regarding the proposal of Nghe An Infrastructure Development Construction Investment One Member Co., Ltd. on the handover of industrial park infrastructure assets: In addition to the departments and branches continuing to perform the tasks assigned by the Provincial People's Committee, it is recommended that Nghe An Infrastructure Development Construction Investment One Member Co., Ltd. proactively work with relevant departments and branches to remove obstacles.
Regarding the proposal of the Quy Hop Small and Medium Enterprises Association on planning industrial waste dumps: Assign the People's Committee of Quy Hop district to seriously carry out the assigned tasks and complete them before October 25, 2023.
Regarding the proposal of the representative of the Real Estate Association on a number of policies to support social housing construction investment projects in the area: Assign the Department of Construction to preside over, coordinate with the Department of Finance and enterprises to research, proactively advise the Provincial People's Committee to consider and propose the Provincial People's Council to amend and supplement Resolution No. 51/2016 of the Provincial People's Council on a number of policies to support social housing construction investment projects in Nghe An province.
Regarding the petitions that are being processed and resolved: Petition of Kieu Phuong Company Limited on resolving encroachment on forest land: Assign Tan Ky District People's Committee to preside over and coordinate with Yen Thanh District People's Committee based on Conclusion No. 706/KL-UBND dated October 12, 2022 of the Provincial People's Committee Chairman and Official Dispatch No. 3843/UBND-TD dated May 19, 2023 of the Provincial People's Committee to urgently resolve the petition content; report to the Provincial People's Committee the settlement results before October 30, 2023.
Proposal of Nghe An Chemical Equipment and Scientific and Technical Materials Joint Stock Company to request Vinh City People's Committee to pay for the contract to supply medical products and supplies to fight Covid-19: Assign Vinh City People's Committee to research and resolve for businesses after receiving instructions from competent authorities.
Recommendations from Vinamilk Dairy Company and Trang An Confectionery Company regarding the long-term construction of roads in Cua Lo town, causing dust affecting production: Assign the Department of Planning and Investment to direct the contractor to apply technical solutions to minimize dust during construction: Assign the People's Committee of Cua Lo town to urgently complete the compensation and site clearance work to hand over to the investor to speed up the completion of the project, minimizing the impact on the production and business process of enterprises.
Proposal of the Real Estate Association requesting the Vinh City People's Committee to pay the money assigned to organize land auctions: Assign the Vinh City People's Committee to urgently review and work with auction organizations to unify the contents and resolve the issue in October 2023.
Recommendations of the Branch of Danatol Joint Stock Company in Nghe An for the Cua Tien New Urban Area project, Vinh Tan ward, Vinh city. Plan to calculate the additional payment during the time the project is extended. For land lots that have transferred land use rights to people to build their own houses and have been certified for land use rights but construction is delayed compared to the prescribed schedule, the subjects that must pay late payment during the time the project is extended (investors or land buyers): Problems with compensation for site clearance at the Project: Assign the Department of Natural Resources and Environment to preside over and coordinate with the Provincial Tax Department and the Department of Construction to advise on documents to send to the Ministry of Natural Resources and Environment to propose and clearly propose the province's viewpoints and plans on how to calculate the additional payment, subjects that must pay late payment during the time the project is extended. Recommendation of Kim Thi Real Estate JSC - Recommendation on the list of prices of construction materials and equipment needs to be more specific in the quotation of construction materials in the area so that businesses have a basis to determine construction costs: Assign the Department of Construction to preside over and coordinate with the Department of Finance to continue researching and resolving the recommendations of businesses.
Recommendations on capital support for businesses investing in social housing projects: Propose that the State Bank provincial branches connect commercial banks and businesses to remove capital sources.
Proposal for enterprises to be allowed to buy houses in larger quantities at social housing projects to serve employees working at enterprises: Assign the Department of Construction to study the content of the proposal for consideration and proposal to competent authorities.
Proposal on land allocation price must be determined, approved many times, land allocation or land lease for completed areas of roads, public spaces, schools, ... to be able to hand over to local management at social housing projects: Assign the Department of Natural Resources and Environment to study, have a written response to the proposal.
