Building Lao Cai into a center for economic and trade connections
Many heartfelt opinions from practice were reflected by voters.
Specifically, Mr. Nguyen Quoc Huy, Director of the Department of Transport of Lao Cai province, assessed that the investment project to build the Lao Cai-Hanoi-Hai Phong standard gauge railway was being accelerated, demonstrating strong political determination in implementing the strategic project as the country enters a new era, gradually concretizing the comprehensive strategic cooperation policy of the leaders of the Party and State of Vietnam and China and in accordance with the country's socio-economic development strategy, national master plan and related plans.
The current Lao Cai-Hanoi-Hai Phong railway connecting to China has a history of over 100 years, the infrastructure is outdated, the service quality is low, and it cannot meet the transportation needs and economic development needs of Lao Cai province in particular and the whole country in general.
The construction of a new high-speed railway will greatly contribute to building Lao Cai into a center for economic and trade connections between Vietnam and ASEAN countries with the Southwest region of China, receiving much attention and support from the people and the entire political system of the province.
Mr. Nguyen Quoc Huy said: "The project brings great benefits and creates outstanding development opportunities for the province.
At the same time, it meets the increasing demand for freight and passenger transport, especially in the context of growing trade between Vietnam and China; creates a strong driving force for the province's socio-economic development, promotes trade, investment, tourism and services, and creates great opportunities for businesses inside and outside the province to participate in the construction process, supply of materials and logistics services.
Businesses will also benefit from reduced transportation costs and expanded consumer markets. Local people will have the opportunity to travel and trade more conveniently, and have better access to health and education services. The project will also create more jobs, helping people increase their income and improve their lives.
Lao Cai provincial authorities have been actively preparing all aspects so that the project can be implemented smoothly and effectively."
Increase investment attraction advantages
The Lao Cai-Hanoi-Hai Phong railway running through Yen Bai province is nearly 77km long with 2 intermediate passenger and cargo stations, An Thinh and Yen Bai; and 3 technical stations, Chau Que Thuong, Dong An and Y Can.
Assessed to have an optimal route, this railway project runs along the Red River and the Hanoi-Lao Cai highway, which is very convenient for connecting roads and railways at stations.
Mr. Tran Viet Dung, Director of the Department of Transport of Yen Bai province, said that the project will contribute to completing the transport network connecting industrial parks, clusters and western districts of Yen Bai province with the outside; at the same time, creating a breakthrough in the development and modernization of the province's transport infrastructure, enhancing transport connectivity, reducing freight logistics costs; increasing the advantage of attracting investment, exploiting the economic development potential of the localities in the western mountainous region of Yen Bai.
The advantages of railways are superior to those of roads and other modes of transport. Railway transport has the ability to transport large volumes of goods at the same time, helping to save costs and time, optimize operations, ensure quality and increase the competitiveness of goods.
Therefore, the Lao Cai-Hanoi-Hai Phong railway project will be a great development opportunity for the transportation and logistics industry of Yen Bai province.
Recommendations from practice
Mr. Nguyen Quoc Thinh, Director of Yen Bai Traffic Construction Joint Stock Company, suggested that there should be a mechanism to strictly monitor and control organizations and individuals exploiting minerals as common construction materials for the Project; avoid exploiting and gathering materials for other purposes, affecting the progress and volume of construction; at the same time, instruct organizations and individuals exploiting sand and gravel for the Project to make their own assessment of the impact on the riverbed, banks, and beaches, especially for sand and gravel mines located on river and stream sections with high risk of landslides, close to houses and roads.
Regarding the forestry land fund used for the Project, Mr. To Xuan Quy, Director of the Yen Bai Provincial Forest Protection and Development Fund, said that the forestry land area serving the Project is quite large. Therefore, in addition to converting the purpose of forest use, it is necessary to carefully assess the biological and ecological impacts; have a plan to plant alternative forests and protect the primary forest where the Project passes through; pay attention to stabilizing the livelihoods of people working in the forest; at the same time, have a plan to create jobs and change jobs for people whose land is recovered; implement a policy of compensation and satisfactory resettlement support where the Project passes through.
Regarding the construction of the station and auxiliary works, voter Hoang Ngoc Thach (residing in Da Tuong street, Hong Ha ward, Yen Bai city) suggested that the scale of construction of the station system, warehouses, and transportation services at the station should be carefully calculated for the long term; there should be many types of warehouses to meet the needs of many types of goods.
In addition, it is necessary to calculate the scale of the traffic connection system and the environmental impact when putting the station into operation.
The project needs to set out specific criteria and procedures on methods, assessment content and ways of people's supervision and inspection of key national projects; especially supervision in compensation, support and resettlement according to the planning of the area surrounding the railway station.
