On August 24, comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, had a working session with the Department of Home Affairs on the results of implementing tasks in the first 7 months of 2023. Attending were representatives of leaders of provincial departments and branches.

In the first 7 months of 2023, the Department of Home Affairs has focused on implementing key, breakthrough tasks and key tasks in the field of home affairs with positive results, contributing to the completion of socio-economic development targets and tasks of the province. Up to now, the Department of Home Affairs has completed 10/19 tasks; is implementing and will complete on schedule 9/19 assigned tasks. Regarding administrative reform (PAR), it has advised the Provincial People's Committee to issue leadership documents, direct and organize the synchronous and effective implementation of PAR tasks and solutions. As a result, in 2022, the province's indicators have improved significantly compared to 2021. Notably, the PAR INDEX reached 85.78/100 points, ranking 29/63 provinces and cities and up 6 places compared to 2021; The Provincial Governance and Public Administration Performance Index (PAPI) reached 46,0002 points, ranking 4/63 provinces and cities, up 10 places compared to 2021. The Provincial Department of Home Affairs' 2022 Department of Home Affairs' performance index (DDCI) ranked 6/28 provincial units, up 6 places compared to 2021; Administrative reform ranked 2/21 departments and sectors, up 4 places compared to 2021.

Concluding the working session, the Chairman of the Provincial People's Committee acknowledged and highly appreciated the efforts and results achieved by the Department of Home Affairs in the past time, especially the good coordination with the Inspectorate of the Ministry of Home Affairs to complete the inspection of the implementation of legal regulations on recruitment of civil servants; admission to civil service; appointment of civil servants to leadership and management positions; promotion of civil servants from January 1, 2020 to June 30, 2023. He pointed out a number of shortcomings and limitations and requested the Department of Home Affairs to review and find solutions to overcome them, improve the provincial administrative service index (SIPAS); continue to advise on the arrangement and consolidation of the organizational apparatus in conjunction with the approval of job position projects of agencies, units and localities. In the immediate future, it is necessary to urgently advise on putting the Provincial Investment, Trade and Tourism Promotion Center into operation; Continue to research and propose plans to arrange and reorganize vocational education and continuing education centers at district level in the province; advise on the implementation of staff management in accordance with the regulations of the central government and the Provincial Party Committee Standing Committee. Continue to review and advise on the consolidation and supplementation of personnel of agencies and units; review relevant documents on personnel work, recruitment, use and management of civil servants and public employees to advise on amendments and supplements to ensure compliance with current legal regulations and suitability with the actual situation of the locality; advise the province to thoroughly overcome shortcomings and limitations after the inspection by the Ministry of Home Affairs; pay attention to doing better in administrative reform, striving to achieve the targets set in 2023.
