Fire prevention and rescue plan drill between the police and interior forces of Vietnam - Laos - Cambodia

As part of the series of activities during the 1st Annual Conference of the Ministers of Public Security and Home Affairs of the three countries Cambodia - Laos - Vietnam, on the afternoon of March 29, 2024 in Da Nang city, under the witness of General To Lam, Politburo member, Minister of Public Security of Vietnam; General Vi-lay Lak-kham-phong, Deputy Prime Minister, Minister of Public Security of Laos and Mr. Sar Sokha, Deputy Prime Minister, Minister of Home Affairs of Cambodia, along with senior leaders of the Ministries of Public Security and Home Affairs of the three countries, leaders of Da Nang City Police and Police of 19 provinces and cities of Vietnam with borders with Laos and Cambodia, the Fire Prevention and Fighting Police (PCCC) and Rescue Police (CNCH) of the three countries organized a drill on fire fighting and rescue plans to handle traffic accidents, chemical incidents and oil tanker fires in the border area.

Speaking at the opening of the exercise, General To Lam said: In the Conference program, the parties agreed on the content of coordinating the fire fighting and rescue plan exercise with the participation of the Fire Police and Rescue units of the three countries. The development and organization of the exercise plan is very practical, meeting the practical requirements in coordinating the implementation of tasks to ensure national security, order and social safety in the three countries; it is an opportunity for the Fire Police and Rescue forces of the three countries to exchange experiences, learn from each other to improve tactics, techniques and combat capabilities in handling fire, explosion, incident and accident situations. The process of developing fire fighting and rescue plans, preparing, organizing training and joint exercises took place very urgently in a short period of time, with strict training requirements, along with changes in living conditions, weather and climate, causing many difficulties for the participating forces of the three countries. However, with determination and enthusiasm, the Fire Police and Rescue forces of the three countries overcame the difficulties to be ready to complete the tasks according to the set plan.

Hypothetical situation, a series of accidents occurred between a passenger car, a chemical truck and a gasoline tanker in the border area. The fire prevention and rescue forces of the three countries mobilized more than 100 people along with many modern fire fighting equipment, participating in coordinating the handling of 3 situations: Traffic accident; Handling chemical leakage caused by trucks and extinguishing the fire of a gasoline tanker. After the general rehearsal, the parties together learned from experience and perfected the plans.

In phase 1, a tourist car had a traffic accident that injured and trapped people in the cabin. Fire and Rescue Police of Vietnam used hydraulic cutters and glass-breaking hammers to rescue people. Fire and Rescue Police of Cambodia and Laos worked together to resolve the incident, cutting the car to rescue the victims inside. In phase 2 of the plan, a gasoline tanker collided with a chemical tanker while passing by the scene. Forces from the three countries coordinated to handle the chemical leak. The forces wore specialized protective gear and used sandbags to contain the chemical before handling it. At the same time, the tanker suddenly caught fire. Fire and Rescue Police of the three countries were mobilized to transport sandbags to surround the tanker, preventing oil from spilling over a large area... After 30 minutes, the accident and fire were completely handled. The exercise was a great success.

General To Lam, Politburo member and Minister of Public Security of Vietnam, presented flowers and souvenir flags to the Fire Prevention and Rescue Police and Rescue Forces of Vietnam, Laos and Cambodia.

In recent years, the Vietnam Fire Prevention and Rescue Police force has always been active and proactive in fulfilling its responsibilities with international issues on fire prevention and rescue, such as: Tay Ninh Provincial Police proactively coordinated with functional units of Svay Rieng Province - Cambodia to organize fire fighting in 03 cases in the period 2017 - 2023. Quang Tri Provincial Police proactively coordinated with functional units of Savanakhet Province - Laos to organize fire fighting in 04 cases in the period from 2014 - 2020. The timely support of Vietnam Fire Prevention and Rescue Police units has contributed to minimizing damage to people and property in particular and contributed to further strengthening the good relationship between the three countries.
