In the report, according to the assessment of the People's Committee of Thua Thien-Hue province, in general, the work of receiving citizens, handling petitions, resolving complaints and denunciations in the past time in the province has been seriously implemented by the Chairmen of the People's Committees at all levels and Heads of sectors, promptly resolved, improving the effectiveness of the work of resolving citizens' complaints and denunciations, minimizing the occurrence of mass, complicated, prolonged complaints and denunciations, and creating hot spots, contributing to maintaining political security and social order and safety, and promoting local socio-economic development.
However, some legal regulations on land and housing, especially in the fields of planning, compensation, support and resettlement, have not kept up with reality and are constantly changing, causing difficulties in the process of resolving complaints.
The awareness of law compliance of a part of the people is still limited, so there are requests and demands that are not in accordance with the law. There are cases that have been resolved many times with many different measures, although policies and laws have been ensured, and there is reason and emotion, but the complainant still deliberately does not accept the resolution results.
From there, this locality predicts that in the coming time, complicated complaints are likely to continue to arise in the area related to compensation, support, and resettlement when the State reclaims land to implement projects.
Specifically, in projects such as: Investment project for conservation, restoration and embellishment of Hue Citadel system, National Highway 1A expansion project from Km791A+500 - Km848+875 through Thua Thien Hue province, Phong Dien Viglacera industrial park site project, Tourism - service area project in Phu Loc and Phu Vang districts, projects in Chan May - Lang Co economic zone, North - South expressway project, Cam Lo - La Son section; Green City project; Huong River overpass project on Nguyen Hoang street; Thuan An coastal road project; Ho Van Do resettlement area project; Ring road 3 project; Ba Trieu street renovation project...
The report emphasized that if we do not focus on directing and resolving issues related to compensation, support and resettlement in these projects, will tend to lead to mass, complicated complaints.
To avoid this, the People's Committee of Thua Thien-Hue province has been directing the People's Committees at all levels and sectors to strictly implement the provisions of the law on transparency in land acquisition, compensation, support and resettlement to limit people's frustrations leading to complaints and denunciations, contributing to the good implementation of projects and stabilizing the political security situation in the area.
According to the report, the results of receiving citizens in Thua Thien-Hue province, as of October 31, 2023, the leaders of the Provincial People's Committee and Heads of all levels and sectors have regularly and periodically received citizens 5,895 times with 3,904 citizens received.
Of which, the Chairman of the Provincial People's Committee received citizens at the Provincial Citizen Reception Office 10 times with 128 visits/193 citizens; the Vice Chairman of the Provincial People's Committee received 09 times with 77 visits/93 citizens.
Regarding petitions, in 2023, the Provincial People's Committee and all levels and sectors received 5,577 petitions (an increase of 698 petitions compared to 2022), of which: 272 petitions were transferred from the previous period, and 5,305 petitions were received in the period.
Regarding the implementation of inspections and examinations, in 2023, the whole province implemented 17 inspections and examinations of responsibilities at 23 units, and issued conclusions on 9 of them.
