Remove site bottlenecks
The Quang Ngai-Hoai Nhon Expressway section through Nghia Ky Commune (Tu Nghia, Quang Ngai) has long been considered the biggest bottleneck in site clearance along the route, with hundreds of households subject to relocation and clearance but not yet in agreement.

The main reason for the delay in land acquisition and clearance is that the compensation price issued by Quang Ngai province is much different from the market price.
To solve the problem, Tu Nghia district has established 8 propaganda and mobilization teams. Each team is headed by a member of the Standing Committee of the District Party Committee. Accordingly, the propaganda teams "go to every alley, knock on every door" to discuss, share and mobilize people to cooperate.
Recently, on March 29, a working group led by Chairman of Tu Nghia District People's Committee Nguyen Dang Vinh went to the homes of people subject to forced land acquisition to meet, persuade and explain.
At Mr. Pham Dinh Tam's house (An Hoi Nam 1 village, Nghia Ky commune), Mr. Tam's land area to be recovered is up to nearly 1,500/1,800m2, including 200m2 of residential land along with the entire main house and ancillary works.
According to regulations, Mr. Tam's family was allocated a resettlement plot of land with an area of 300 square meters. Because he found the land unsatisfactory, Mr. Tam did not agree to receive compensation and hand over the land.
Understanding Mr. Tam's thoughts, at the conversation, Chairman of Tu Nghia District People's Committee Nguyen Dang Vinh explained in detail each problem about the government's application of all policy mechanisms to compensate and support land acquisition for households. Any demands that exceed the regulations are illegal and cannot be applied...
After hours of talking and discussing with the head of the district People's Committee, Mr. Tam felt like he had "relieved his worries", no longer thinking that he was at a disadvantage, that the GPMB officers were wrong... so he nodded in agreement to hand over the site.
The houses of households located on the frontage of Provincial Road 623B, after being persuaded and explained by the leaders of Tu Nghia district, agreed to receive compensation and hand over the land.
"Previously, the compensation officer did not explain thoroughly, which led to me not fully understanding the issue. Now I understand the issue, the district has compensated appropriately, so the family has agreed to hand over the site...", Mr. Tam said.
Once determined not to hand over the site because he thought the compensation was not right, Mr. Pham Dinh Tri, who lives near Mr. Tam, also nodded to accept the compensation and hand over the site when the Chairman of the District People's Committee came to persuade him.
Similarly, many people whose land was subject to complete clearance, such as Mrs. Vo Thi Tro and Pham Xuan Lieu, after the leaders of Tu Nghia district explained the policies and mechanisms on compensation and land acquisition, agreed to hand over the land without any other obstacles.
According to the People's Committee of Tu Nghia district, after discussions and explanations by working groups, over the past month, 40 households at the starting point of the Quang Ngai-Hoai Nhon expressway have agreed to hand over the site, bringing the total number of households agreeing to receive compensation and hand over the site to 428/480 households.
Only in the end will we consider compulsory land acquisition and clearance.
At the intersection of the first route of the Quang Ngai-Hoai Nhon expressway through Nghia Ky commune, there are still 52 cases where the land has not been handed over, so Tu Nghia district will focus on handling them completely in April 2024.
Talking to reporters, Chairman of Nghia Ky Commune People's Committee Nguyen Quoc Dung said that to gain people's consensus, the locality has strengthened the work of mobilizing, propagating, and explaining to help people understand the compensation mechanisms and policies. Especially for cases where people have land under land book 5B and map 299 letter T.
In these cases, the locality has compiled documents and sent them to the competent authority for consideration and approval. At the same time, it continues to meet and persuade people to hand over the site to ensure that the national key project is completed as planned.
Chairman of Tu Nghia District People's Committee Nguyen Dang Vinh said that the forced land acquisition is the last resort when the government agencies and the people cannot find a common voice. If the people understand through persuasion and explanation, then ideological work for the people is still the top priority.
"We reclaim land to build projects to develop the country and also serve the people, so above all we need the people's consensus. These cases should have been forced, but through mobilization, people's understanding and volunteering are still the top priority," said Mr. Vinh.
According to Mr. Vinh, there are still 52 households that have not agreed to receive money for handing over the land. The district will focus on resolving the issue, soon completing the declaration process, posting at the grassroots level and approving compensation and resettlement plans for the people.
Working groups of Tu Nghia District People's Committee met and explained to the people.
"With the highest determination in mobilizing and persuading people, the locality will completely resolve the existing problems regarding land in April.
The district's viewpoint is that April 30 is the final deadline for handing over 100% of the Quang Ngai-Hoai Nhon expressway site, so during this time the district will mobilize maximum personnel to thoroughly resolve the existing problems and complete the project as directed by the Prime Minister," Mr. Vinh affirmed.
