The Ministry of Transport is drafting a Circular amending and supplementing a number of articles of Circular No. 85/2014/TT-BGTVT dated December 31, 2014 of the Minister of Transport regulating the renovation of road motor vehicles.
Fog lights may be exempted from design documentation
Notably, the draft proposes to add many more cases exempted from preparing design documents for modified motor vehicles. These include modifying and installing pumps, oil tanks and hydraulic piping systems of tractors to drive the lifting and lowering system of dump semi-trailers; modifying and changing the height of the side panels of covered trucks, modifying and changing the outer covering of closed trucks and covered trucks; installing additional separate fog lights at the front of the vehicle; installing additional roof racks of passenger cars in accordance with the manufacturer's recommendations and instructions without changing the overall width of the vehicle; changing the shape of the vehicle body by installing optional body parts and components of the original vehicle manufacturer but without changing the outer dimensions of the vehicle (with a written confirmation that the installation is suitable for the vehicle of the vehicle manufacturer).
Changing the design of some details of the vehicle body such as: grille, spoiler, steps without changing the exterior dimensions of the vehicle; installing additional wind deflectors on the roof of the truck and tractor cabin are also proposed to be exempted from preparing design documents for modified motor vehicles.
According to the drafting committee, these are simple types of renovation. Reducing the requirement for design documentation will help simplify procedures and create convenience for people.
In the regulations on motor vehicle design appraisal, the draft has removed the 12-month time limit for design appraisal certificates to facilitate the use of design documents in the implementation of product renovation of the same type.
Clarifying the subjects that are not allowed to convert into 2-storey sleeper buses
The draft Circular has clarified the subjects that are not allowed to be converted into double-decker sleeper buses to suit the reality. Accordingly, the draft proposes to stipulate: Do not convert and install double-decker sleeper buses on passenger vehicles, except in the case of converting from original cars into passenger cars with sleeper buses.
At the same time, a regulation is added: Do not modify the truck body of newly imported, manufactured, assembled, and unused trucks within 6 months from the date of issuance of the Inspection Certificate and the first inspection stamp until the design appraisal (except for the case of conversion into a driver training vehicle; conversion and installation of an additional cover for open-body trucks) to comply with the new regulation on exemption from first inspection for vehicles.
Currently, cases exempted from preparing design documents for modified motor vehicles according to Article 6 of Circular 85/2014/TT-BGTVT include:
- Driving practice and testing cars install or remove the auxiliary brake pedal by connecting it to the main brake pedal via a mechanical actuator lever.
- Add or remove dust covers for the dump truck bed without changing the size of the bed.
- Add or remove the cover to the cargo compartment or luggage of the PICKUP car without changing the overall size of the car.
- Dump trucks and tank trucks imported, manufactured, assembled, or modified before November 1, 2014 that voluntarily need to reduce the volume of cargo boxes and tanks to comply with the regulations in Circular 42/2014/TT-BGTVT.
- Remove the fuel supply system using liquefied petroleum gas (LPG) for the vehicle's engine for motor vehicles that have been modified to install an additional LPG fuel supply system to return to using only the original vehicle's fuel supply system.
- Renovating and changing the position of axles, axle clusters, and towing pins until December 31, 2015 for semi-trailers (except dump semi-trailers) and semi-trailers carrying containers with a total mass allowed to participate in traffic less than the total mass according to design.
- Renovation according to the sample design announced by the Vietnam Register.
