During the working session on February 17, the National Assembly discussed in the hall the draft Resolution of the National Assembly on piloting a number of policies to remove obstacles in science, technology, innovation and digital transformation activities.
The resolution aims to pilot a number of specific mechanisms and policies to remove obstacles in science, technology, innovation and national digital transformation activities; digital transformation truly becomes the driving force to complete the country's industrialization and modernization. Preferential policies must be outstanding to remove major problems, influencing other activities to change accordingly.
The spirit of innovation will help Vietnam successfully implement science, technology, innovation and digital transformation with advanced digital infrastructure development, Vietnamese digital technology development, realizing the target of economic growth of 8% or more by 2025 and double-digit growth in the following years.
At the Session, National Assembly deputies agreed on the necessity of issuing a National Assembly Resolution on piloting a number of policies to remove obstacles in science, technology, innovation and digital transformation activities.
Speaking at the discussion, delegate Pham Duc An, Chairman of the Provincial People's Committee, National Assembly Delegate of Quang Ninh province, expressed his high agreement with the Government's submission to the National Assembly for approval of this Resolution to promptly institutionalize a number of urgent tasks and solutions set forth by the Politburo to liberate and unblock all resources for development. The delegate suggested removing the phrase "pilot" in the name of the draft because many contents in the draft have in fact been identified and need to be resolved.
The delegate said that in reality, with the current explosive growth of science and technology, fundamental solutions are needed, especially financial and salary support, to develop a team of creative researchers who can master technology. To do this, we must first apply available technological solutions and be ready to buy foreign startups to own the most advanced solutions and access learning at the highest level. The delegate suggested that the draft resolution should have a provision mentioning the above content and that a state-owned enterprise could be assigned to buy the above startups.
For the name in Article 6 on risk acceptance in scientific research and technological development, it is proposed to add the word "application".
Regarding the content of hiring investment in purchasing digital transformation bidding activities, only 5 types of bidding mechanism are applied. According to the delegate, the information system for handling administrative procedures is not included in the bidding object. In addition, the delegate proposed not to limit the bidding to 1 enterprise but to negotiate directly with many enterprises to choose.
