The contents discussed and commented by delegates included: Project to build a memorial house for President Ho Chi Minh and invest in additional construction items at the E2 Hill relic; Project to preserve and restore the Him Lam Resistance Center relic (phase II); preparation work for the scientific seminar on the Tran Temple relic at the A1 Hill relic site.

The project to build a memorial house for President Ho Chi Minh and invest in additional construction items at the E2 Hill Relic has been commented by the Ministry of Culture, Sports and Tourism; the Standing Committee of the Provincial Party Committee has agreed on the design plan; the Provincial Party Committee has agreed on the implementation policy. On that basis, the project dossier has been completed and submitted to the Prime Minister for permission to implement. In the coming time, after the project is approved by the Prime Minister, the following procedures and processes will be implemented. Construction is expected to start in December 2024.
Clarifying the progress of the Project and related opinions, the Provincial Party Secretary requested that units not wait but get involved right now, prepare and deploy the work that can be done; survey the opening of the ceremonial road connecting the steps to the memorial area... He noted the importance of promoting the value of the relic of Hill E1 (opposite Hill E2); assigned the Department of Culture, Sports and Tourism to research historical documents on both hills, to advise on supplementing information, embellishing, restoring, and clearly demonstrating the feats of our army...

The Him Lam Resistance Center Relic Conservation and Restoration Project (Phase II) has been approved by the Provincial People's Committee for the draft of step 2 of the relief item; completing the feasibility study report on project construction investment to seek opinions from the Art Council on the basic design documents of the overall site, the location of the relief construction and items, and the landscape of the project. It is expected to organize the selection of contractors, approve the bidding results for the technical design consultancy package (construction part), and carry out the next steps of the relief item in September - October 2024. This is a transitional project implemented since 2006 and inherits some of the contents approved in the previous phase, along with incomplete record keeping, which has somewhat affected the implementation. Directing at the meeting, the Provincial Party Secretary requested the early completion of the roads to the relic; Set a milestone for completing some tasks to start the project soon and deploy the work according to schedule...

For both projects above, Provincial Party Secretary Tran Quoc Cuong is particularly interested in planning and returning space to the relics. He requested to review the residential areas around the foot of the hill (relic); the departments and branches are responsible for giving opinions, researching, and developing the planning of Dien Bien Phu City and the relics belonging to the Dien Bien Phu Battlefield Special Relic Complex . With the spirit of planning as a long-term premise, promoting and developing relics and tourism areas; consider clearing and relocating residential areas, returning space to the relics in the coming period.
Regarding the content of preparing the Scientific Conference on the relic of the Temple of Saint Tran at the relic site of Hill A1, a draft plan for organizing the Conference has been developed to solicit opinions from relevant sectors, organizations and individuals. At the same time, the content of adjusting the location to receive visitors and proposing the restoration of the Temple has been included in the planning task of preserving, renovating and restoring the special national historical relic of Dien Bien Phu Battlefield, in order to have a basis for implementing the restoration when there is enough legal basis. However, the implementation process still has some difficulties due to the limited documents and materials found, and the architectural shape and construction materials of the Temple have not been fully identified.

The Provincial Party Secretary directed to consider and select a location to restore the Temple in the A1 Hill relic area (the old location is not feasible); invite a number of professors, prominent historical scientists, people with in-depth research on Tran Temple... to attend the Workshop; urgently complete the work, organize the Workshop in mid-September, aiming to have enough basis, affirm the value of the Temple to request the policy of restoration...
