Direct the Chairmen of the People's Committees of communes and towns to organize the signing of commitments with village chiefs, heads of residential groups, households, businesses, and agricultural processing establishments in the area on environmental protection; build a waste collection and treatment system, and commit not to discharge untreated waste that pollutes the environment and water sources. At the same time, issue a Regulation on coordination in State management of land, water resources, minerals, and environmental protection in Mai Son district.
In each specific field, the district's land use planning to 2030 and the 2022-2023 land use plan have been announced and made public on the District People's Committee's electronic information portal and at the People's Committees of communes and towns. Strengthen inspection and supervision of the implementation of land use planning and plans.
Carry out land allocation, land lease, and land use purpose conversion within authority and in accordance with approved land use planning and plans; strictly control the use and conversion of rice-growing land and protective forest land to other purposes. Strictly implement the Resolutions of the Provincial People's Council on the list of projects for state land acquisition and land use purpose conversion.
Environmental protection work has been focused on, focusing on implementing the 2020 Environmental Protection Law and guiding documents to agencies, units in the area and People's Committees of communes and towns. Organizing launching ceremonies to respond to annual environmental holidays; organizing conferences to exchange and train on new documents in the field of natural resources and environment for leaders and land officials of 22 communes and towns.
Launching the “Anti-plastic waste” movement by donating heat-resistant glass bottles printed with propaganda content to serve the Conferences of 14 communes; installing propaganda posters on environmental protection and water resources in sub-zone 8, Hat Lot town.
Implement an environmental monitoring plan for some potential pollution risk points to assess environmental quality and promptly develop protective solutions. Effectively implement the collection, management and treatment of solid waste; no establishment of facilities causing serious environmental pollution.
Inspection and supervision work is identified as one of the key tasks. The Interdisciplinary Team of the District People's Committee has regularly inspected and supervised to promptly detect and strictly handle violations in the field of environmental resources and construction order, especially at potential locations with the risk of recurrence of activities aimed at illegal mineral exploitation in Chieng Luong, Chieng Chung, Chieng Ve, Ta Hoc, Chieng Chan communes...; and potential risks of environmental pollution and water resources in Chieng Mung, Co Noi, Chieng Ban, Hat Lot communes...
Thereby, from 2022 to present, 116 administrative violations have been detected and handled, with a total fine of over 1.9 billion VND. In the first 6 months of 2023, 17 petitions and reports were received via hotlines, social networks and media agencies regarding environmental pollution, water resources and land.
However, in addition, land management and planning in some communes are still limited, and there are still cases of people violating planning, arbitrarily changing land use purposes, and destroying land. In many cases, the competent authorities' decisions on handling administrative violations are not implemented, and most of them have to be enforced.
Livestock households in areas where livestock farming is prohibited according to Resolution No. 57/2023/NQ-HDND dated April 18, 2023 of the People's Council of Son La province are mainly family-sized, small-scale livestock farmers. Moving livestock farming locations for households will be very difficult because households do not have capital or location to move....
In the coming time, Mai Son district will continue to make efforts to enhance its role and responsibility in performing the task of resource management and environmental protection in the area. Proactively prevent and control establishments that pose a risk of causing environmental pollution, promptly handle violations, and prevent the occurrence of hot spots and serious environmental pollution.
Continue to review and manage the area of agricultural land used for public purposes in the district; continue to manage agricultural land originating from farms and forestry farms that have been handed over to the locality.
Direct the People's Committees at the commune level to carry out their responsibilities in managing environmental resources in the area; organize inspections and examinations of the People's Committees at the commune level on the responsibilities of managing and using unexploited land and minerals to promptly rectify and clarify the responsibilities of collectives and individuals and strictly handle violations according to regulations.
Strengthening the dissemination and popularization of legal regulations on land, environmental protection, minerals, and climate change to production and business establishments, households, and individuals to raise people's awareness and perception in resource management and environmental protection, towards sustainable development.
