On the morning of June 24, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee inspected the investment preparation and site clearance work of the Ninh Binh-Hai Phong Expressway Construction Investment Project, section passing through Ninh Binh province.
The delegation inspected the project implementation in Yen Tu commune (Yen Mo).
Also attending were leaders of relevant departments and branches; leaders of Yen Khanh and Yen Mo districts.
The Ninh Binh-Hai Phong expressway construction investment project, the section through Ninh Binh province, has a route length of 25.3km; the starting point is at Mai Son intersection connecting with the North-South expressway in the East (in Mai Son commune, Yen Mo district), the end point is at the Day River overpass connecting the two provinces of Ninh Binh and Nam Dinh (in Khanh Cuong commune, Yen Khanh district). With a scale of 4 complete lanes with a design speed of 120km/h, the roadbed width is nearly 25m, the road surface width is 15m. The entire route will have 12 bridges, including 3 overpasses for people, 3 interchanges.
This is a project of special significance, in addition to connecting with the Mai Son-National Highway 45 expressway; reducing the load on the Mai Son-Cao Bo route through the center of Ninh Binh city and the Mai Son-Tam Toa bridge route, it also connects traffic in the entire eastern region of Ninh Binh province, Nga Son district (Thanh Hoa province), National Highway 10, coastal road, and the East-West traffic axis of the province.
Ninh Binh province has been focusing on implementing the project to meet the requirements of the Government and the Prime Minister, determined to start construction in 2024.
The Chairman of the Provincial People's Committee and the working delegation went to the field to inspect and give opinions on the connection plan of the starting intersection in Mai Son area (Yen Mo district), the ending intersection (Bai Dinh-Kim Son road); the intersection plans of the expressway with National Highway 1A, DT.483, DT.480B, National Highway 10, DT.481C. In particular, they specifically inspected the location and planning plan of 11 areas planned for resettlement in the communes of Khanh Thuong, Khanh Thinh, Yen Tu, Yen Phong (Yen Mo district); Khanh Hong, Khanh Hoi, Khanh Mau, Khanh Cuong, Khanh Trung (Yen Khanh district).

Through survey, inspection, listening to reports from departments, branches, consulting units and People's Committees of Yen Mo and Yen Khanh districts, Chairman of the Provincial People's Committee Pham Quang Ngoc assessed and acknowledged the preparation and coordination between departments, branches, consulting units and localities in preparing investment procedures and work related to site clearance for the Project.
He also requested that localities take the lead and coordinate with the Project Investor and relevant agencies to review and evaluate specifically the location, expected area scale, scale and construction solutions of each resettlement area. These must be carefully considered and calculated on the basis of ensuring that they are suitable to reality and have a scale suitable to the number of households affected by the project; taking into account the overall planning of the region and locality, having a long-term vision, both creating space for future development but also solving the problem of savings and avoiding waste; especially ensuring that the new resettlement area is close to the old place of residence, has traffic connections, social infrastructure, schools, medical services, culture, etc., convenient for the daily life of people whose land is recovered; at the same time, convenient in the implementation process.
The Ninh Binh-Hai Phong Expressway construction investment project is a particularly important project, creating new momentum for the socio-economic development of Ninh Binh and the provinces and cities in the Red River Delta and North Central regions; serving as a basis for attracting investors in many fields, especially urban, industrial, trade and service development; promptly responding to natural disasters and climate change in the region; strengthening national defense and security. Therefore, the Chairman of the Provincial People's Committee requested the Department of Transport to actively coordinate with departments, branches, localities, and consulting units to receive the opinions of the working group, edit inappropriate contents and items, complete the feasibility study report for early submission for appraisal, ensuring the project's commencement in 2024.
