Promoting investment in essential infrastructure in ethnic minority areas

In recent years, from the capital of the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas (National Target Program 1719), localities in Tuyen Quang province have focused on building essential infrastructure works, thereby improving people's lives.

In particular, promoting support for residential land and production land are prerequisites to help ethnic minorities in the province stabilize their lives and escape poverty.

Tuyen Quang province has 121 communes in ethnic minority areas, of which 570 are extremely disadvantaged villages. In recent years, implementing the National Target Program 1719, Tuyen Quang province has implemented 10 projects and 13 sub-projects. Notably, in the period of 2021-2023, the whole province has 121/138 communes benefiting from many policies from the projects. This is an important source of support, promoting the comprehensive development of the lives of ethnic minorities. In particular, to solve the shortage of domestic water, many localities in the province have promptly implemented policies to support people. Typically, in Chiem Hoa district, the policy of supporting dispersed domestic water under Project 1 has been effectively implemented. Therefore, up to now, the whole district has had 1,943 poor households of ethnic minorities supported with water tanks for daily life, with a total amount of nearly 5.8 billion VND.

Mr. Vu Dinh Tan - Vice Chairman of the People's Committee of Chiem Hoa district said that investment programs, projects and policies to support ethnic minority areas in the district have been deployed and implemented synchronously, promptly, to the right subjects, and in accordance with State regulations. Through Project 1, the support for decentralized clean water has solved the shortage of domestic water, contributing to raising the proportion of rural population using hygienic domestic water in the whole district to 98.9%.

“In the coming time, Chiem Hoa district will continue to direct localities to review and evaluate all water supply works in the area, continue to prepare for investment in projects and sub-projects of the National Target Programs. In addition, it will integrate allocated capital sources and mobilize contributions from organizations and people to effectively implement the program. Chiem Hoa district strives to have 99.9% of rural households using hygienic water by 2025,” said Mr. Tan.

In Son Duong district, this is the leading locality in the province in effectively implementing the National Target Programs. In particular, to implement the policy of supporting decentralized domestic water of Project 1, the district's Ethnic Affairs Department has coordinated with 24 communes to support more than 2,000 stainless steel water tanks for ethnic minority households.

Chairman of Son Duong District People's Committee Giang Tuan Anh said that when implementing the National Target Programs, the district also encountered many difficulties. However, with the strong determination of the authorities at all levels to narrow the gap in the socio-economic life of ethnic minorities compared to developed economic regions, the district has had many policies to support synchronous implementation, creating conditions for people in communes with many difficulties to have more motivation to strive to rise up. Capital from the National Target Programs has contributed to significantly changing the appearance of the countryside, especially in the way of thinking and working in economic development and the lives of ethnic minorities. Therefore, thousands of households have escaped poverty thanks to the practical policies of this Program.

According to Mr. Ma Quang Hieu - Head of the Ethnic Minorities Committee of Tuyen Quang province, to ensure resources to care for the lives of ethnic minorities and mountainous areas in the province, as of May 2024, the whole province of Tuyen Quang has disbursed more than 1,132 billion VND from the National Target Program 1719, reaching 51%. From the allocated capital, Tuyen Quang province has supported investment in the construction of 570 infrastructure works to serve production, exchange of goods, and people's daily life. Also from the Program's capital, the province has supported housing for 1,276 households, supported job conversion for 1,978 households, supported distributed domestic water for 3,517 households... 100% of communes in ethnic minority areas have car roads to the commune center; the rate of households using the national grid and other power sources reached 99.9%. Since the implementation of the National Target Program 1719, the rate of ethnic minority poor households in the province has decreased by more than 4% per year.

The effective implementation of Project 1 of the National Target Program 1719 has contributed to solving many urgent problems in the ethnic minority areas of Tuyen Quang province. In the coming time, the province will continue to effectively implement policies, programs and projects to gradually narrow the regional gap, creating motivation for people to unite and strive to build prosperous and happy villages and hamlets.
