The above information was announced by Associate Professor Luong Ngoc Khue, Director of the Department of Medical Examination and Treatment Management (Ministry of Health) at the Conference on implementing Decision No. 569/QD-TTg of the Prime Minister approving the Program for Development of the Rehabilitation System for the period 2023 - 2030, with a vision to 2050.
Currently, over 9,000/11,000 communes assign staff to monitor rehabilitation work; about 25% of communes provide rehabilitation services at the commune level and community-based rehabilitation.
According to Associate Professor Luong Ngoc Khue, technical expertise is increasingly developing and improving. Rehabilitation services are provided at all levels of health care. The Ministry of Health and the Department of Health have granted rehabilitation practice certificates to 2,431 individuals, including 1,721 technicians. About 7,200 people have been trained in rehabilitation.
However, the rehabilitation sector is currently facing many difficulties. Most facilities are cramped, lacking modern equipment, many rehabilitation facilities are not accessible to people with disabilities, do not have wheelchair access, and do not have sign language interpreters.
Rehabilitation human resources are still low compared to the world with 0.25 rehabilitation staff/10,000 people, while the World Health Organization recommends 0.5 - 1 rehabilitation staff/10,000 people.
10 localities have merged rehabilitation hospitals into traditional medicine hospitals, reducing the number of rehabilitation hospitals; lack of coordination and connection in professional activities; lack of quality control by state health management agencies in the area for rehabilitation facilities managed by other ministries and sectors.
Besides, at many medical facilities, intervention techniques using rehabilitation tools are not supported by health insurance, which is a burden for people with disabilities and their families...

Speaking at the conference, Deputy Minister of Health Tran Van Thuan emphasized that in order to effectively implement Decision No. 569/QD-TTg, he requested ministries, departments, branches, localities, central and local agencies, and relevant organizations to study and closely follow the viewpoints, goals, targets, tasks, solutions, implementation organization, and specific tasks of ministries, branches, localities, agencies, and units to develop appropriate program implementation plans.
Units shall arrange sufficient resources and facilities to integrate rehabilitation-related programs with other programs, tasks, projects and plans for implementation locally.
People's Committees at all levels need to develop and organize the implementation of the Community-based Rehabilitation Program; create conditions for agencies, organizations and individuals to organize or participate in community-based rehabilitation activities; organize, monitor, inspect and supervise the implementation of the program.
The Ministry of Health also requested that agencies, specialized units, research institutes, universities, medical examination and treatment facilities under central and local ministries and branches need to carefully research, be proactive, have creative and appropriate solutions and specific project proposals in terms of investment in facilities, equipment and human resources to implement and complete the goals and targets of the program...
