Skillful mass mobilization - The "key" to removing obstacles in land clearance

Officials of the District Party Committee and People's Committee of Muong Ang district directly went down to dialogue and mobilize people of residential group 8 to donate land for urban road construction.

A few months ago, the concreting of the inner-city road in residential group 8, Muong Ang town (Muong Ang district) encountered many difficulties, because the road passed through many residential areas of local people. Many families did not agree to donate land to build the road. However, with the participation of the Party Committee and the government in mobilizing and explaining "reasonably", 15 families agreed and voluntarily donated land to build the road. And Mr. Bui Ngoc Quang, Head of the Mass Mobilization Committee of Muong Ang District Party Committee, still has not forgotten the dialogue to mobilize households to voluntarily donate land to build a new road at lot LK10, belonging to residential group 8, last April.

With the motto "Taking the people as the center, the subject, the source of strength in the innovation, building new rural areas, civilized urban areas", the Party Committee and the government of Muong Ang district have taken advantage of the participation of cadres and party members to mobilize the people; at the same time, always closely listening to the opinions and aspirations of the people. Thanks to that, after the dialogue, most households voluntarily signed a commitment to donate land, dismantle, clear all trees and move materials to clear the ground for construction of concrete roads. With the consensus and high agreement of the people, the road with a length of more than 120m, 5m wide was formed, meeting the aspirations and travel needs of the people in the area.

The Head of the Mass Mobilization Committee of Muong Ang District Party Committee emphasized: After the dialogue with the relevant households at 11:40 a.m. on April 19, by 11:00 a.m. on April 20, 100% of the relevant households had voluntarily donated nearly 1,000 ^{square meters} of urban land and demolished houses, structures, and trees to build inner-city roads according to the plan. This is a project of "Party's will - people's heart" formed within just 01 day and is the result of "skillful mass mobilization" work.

In the current "every inch of land is gold" era, not everyone agrees to donate land to the locality to implement programs and projects. Recognizing that, the local Party Committee, government and armed forces of Tuan Giao district went to every alley, knocked on every door to seek help and consensus from the elderly, prestigious people, village and hamlet cadres to mobilize people to build a training ground. Although his family's economy was not very good, when the local government and military agency had a policy of needing land to build a training ground, Mr. Tong Van Thoan, Hoi Trong village, Quai To commune (Tuan Giao district) did not hesitate to mobilize his children and grandchildren to donate more than ^4,000m2 of land to serve as a training ground.

Quai To commune officials, together with Tuan Giao district armed forces, directly went to the grassroots to propagate and mobilize people to donate land for a training ground.

Mr. Thoan confided: “Hearing the policy of the Party and State to use it as a training ground, at first many relatives in the family did not really agree to donate land. However, when local officials came to propagate and mobilize about the meaning and importance of building a training ground as well as thoroughly explaining the difficulties in land clearance, we understood and agreed with the local leaders. Our family set an example and voluntarily donated land first, then mobilized the villagers to agree to donate land to the locality to use as a training ground.”

Responding to the emulation movement "Skillful mass mobilization" in site clearance work, localities in the province have focused on propaganda and mobilization so that people understand and know about the works and projects so that people voluntarily donate land and working days. Thanks to the drastic participation of the Party Committee, the government and the entire political system in the province, Dien Bien has successfully mobilized land clearance for key works and projects of the province. In which, 1,305/1,305 households with an area of 169.85 hectares to be cleared have been propagated and mobilized to serve the project of upgrading and expanding Dien Bien Phu airport; removing difficulties in the 60m road; the technical infrastructure project... In the localities, people in the communes have voluntarily donated many areas of land to build works serving the people such as: building cultural houses, building schools, new rural roads, concrete roads within the village... without requiring compensation or support from the State. These are the results of the efforts, determination, and relentless efforts of the entire political system, effectively promoting the role of mass mobilization work to implement key projects in the area in recent times.

Mr. Lo Van Mung, Head of the Provincial Party Committee's Mass Mobilization Committee, Chairman of the Provincial Vietnam Fatherland Front Committee emphasized: Removing the "bottlenecks" that are bottlenecks in site clearance in the province in the past time has an important role of mass mobilization work. To do that, the entire political system of our province has taken drastic action to propagate and mobilize people to agree to implement works and projects. Along with that, proposing mass mobilization solutions suitable to the specific situation; in which focusing on meeting, grasping the thoughts, aspirations of the people, guiding, helping, encouraging and explaining to the people to understand. At the same time, it is also necessary to consistently implement propaganda on the regime and policies related to site clearance compensation. Focus on meeting and dialogue with people whose land has been recovered and have not yet agreed, taking advantage of the participation of prestigious people in residential areas to mobilize people. Along with that, listening to the people's legitimate suggestions to coordinate with local authorities to propose timely and effective solutions... Only by doing a good job of mass mobilization and "skillful mass mobilization" can we receive the people's consensus and support, mobilizing the strength of the entire population to voluntarily donate land and working days to serve project works in the province...

Imbued with Uncle Ho's teaching: "With skillful mass mobilization, everything will be successful", Dien Bien has applied it in practice, resolving many problems in projects related to site clearance. This is proof that site clearance cannot be without the role of mass mobilization. From that reality, it can be said that "Skillful mass mobilization" is one of the "keys" to gradually remove and thoroughly resolve difficult and complicated problems related to site clearance, contributing to speeding up the progress of projects in the province.
