Movement in Kien Duc town
In 2021, Kien Duc town was the locality with the lowest PAR index in Dak R'lap district. To overcome this limitation, in 2022, the town Party Committee strengthened leadership and direction, with the determination to improve the PAR index with appropriate solutions. The town Party Committee directed the People's Committee and related sectors to focus on administrative reform in a fast, concise direction, reducing inconvenience for the people such as equipping machines and scanning QR codes of administrative procedures, integrating appointment papers, etc.
“Every month, the Town People's Committee must evaluate the implementation of administrative reform to consider, conclude, and include in the resolution how to achieve better results in the following month than the previous month. The Party Committee also directs and assigns the Party Committee's Inspection Committee to strengthen inspection of administrative reform implementation. In addition to administrative reform in the government, the Town Party Committee also conducts administrative reform within the Party,” said Secretary of the Kien Duc Town Party Committee Hoang Quang Viet.
Currently, the Town People's Committee has implemented digital certificates, digital signatures, and documents using iOffice. The Party Committee has implemented administrative reform in carrying out procedures for Party admission, Party activity transfer, official recognition, and Party badge awarding... Every Wednesday, the Party Committee receives citizens to listen to opinions and recommendations on the organization, staff, and Party members, especially those related to the one-stop shop, in order to gradually remove and overcome problems.
Mr. Nguyen Van Sy, residential group 6, Kien Duc town said: “During this time, I see that the staff of the one-stop department have made many changes in their thinking and attitude towards receiving citizens. When I have difficulties with documents related to land, the one-stop staff always explain, guide, and help me complete the procedures quickly, saving me time going back and forth many times.”
Core and cross-cutting tasks
In 2021, the district's administrative reform index ranked second in the province; the satisfaction index of people and businesses with the district's administrative activities reached 99%. According to comrade Phan Nhat Thanh, Secretary of the Dak R'lap District Party Committee, the locality always identifies administrative reform as one of the key and consistent tasks in the leadership and direction of the Standing Committee and the Standing Committee of the District Party Committee. Because only by doing administrative reform well can we create a favorable environment to attract investment, exploit and make the most of the inherent potential advantages of the locality for socio-economic development. Moreover, building a friendly and professional administration is also one of the important factors to create trust and prestige of the Party and government for the people and businesses.
On that basis, Dak R'lap district has synchronously deployed many solutions to improve and enhance the PAR index, gradually modernizing the administrative system. In particular, immediately after Resolution No. 20 of the Provincial Party Committee on PAR was issued, Dak R'lap District Party Committee has seriously and actively researched, disseminated, thoroughly grasped and organized implementation. Up to now, the whole district has had 39/39 grassroots party organizations accessing this content. The Standing Committee of the District Party Committee has specified the content, developed plans, and proposed a number of key solutions for leadership and direction such as promoting digital transformation, performing public duties, etc.
Propaganda work on the content, role, significance and orientation of administrative reform is focused on to raise awareness, consensus and solidarity of people with Party committees and authorities to build a friendly, professional and modern administration.
