Many large projects are slow to disburse funds.
In 2024, the Dak Nong Provincial Community College Project was allocated 16.3 billion VND. However, the project is stuck in site clearance so it cannot be disbursed yet.
Currently, the site clearance work for the remaining area of phase 1 and the expanded planning adjustment has not been completed.

The Project Management Board has coordinated with the People's Committee of Nghia Trung Ward and the surveying unit to visit each household many times to sign the land plot measurement records but encountered many difficulties.
To date, 87 households and individuals with 91 plots of land have not agreed to sign the documents, leading to the inability to approve the map and issue a notice of land reclamation. Meanwhile, the loan agreement has not been signed, so there is no basis for project implementation.
Thus, more than 16 billion VND allocated for the project in 2024 cannot be disbursed. The Department of Planning and Investment advised the Provincial People's Committee to transfer capital to another project for implementation.
In 2024, Gia Nghia Central Square Project committed to disbursing about 35/54 billion VND. The remaining 19 billion VND, the Project Management Board proposed the Department of Planning and Investment to transfer to other projects.

According to the Provincial Project Management Board, the main reason for the low project disbursement rate is the lack of earth filling materials. Regarding this issue, Construction Corporation No. 1 (CC1) has completed the exploration drilling work at the material mine site.
CC1 is completing the report, submitting it to the Department of Natural Resources and Environment for appraisal, consulting the Provincial People's Committee to approve the mine and is expected to complete the mining license in the first quarter of 2025.
The Project Management Board said that the slow progress of licensing procedures for Dak Nur B mine exploitation is due to the lack of consistency between plans. Currently, Dak Nur B mine alone is overlapping 5 different plans.
To resolve this problem, the Department of Natural Resources and Environment has organized work with departments and branches to adjust the planning, but has not yet reached a consensus.
According to the Dak Nong Provincial Project Management Board, in 2024, the unit has 7 projects that have not fully disbursed the allocated capital, with a total of nearly 227 billion VND. Of this, only about 50 billion VND has been transferred to other projects. The remaining 177 billion VND cannot be allocated to other projects because the Central Government has not yet approved.
Transfer about 250 billion VND
According to the Project Management Board, most of the capital from projects with difficulty in disbursing has been transferred to transport projects. Currently, many provincial road projects are absorbing capital very well.
Of which, the project to partially renovate and upgrade provincial road 2 will have its capital increased by 10 billion VND. The project to renovate and upgrade provincial road 3 will have its capital increased by 10 billion VND. Similarly, 7 billion VND transferred from projects with difficulty in disbursement will be added to the project to renovate and upgrade provincial road 5.

“Transportation projects have a very high demand for capital. However, the capital that can be transferred to these projects has not yet met the actual demand. We are reviewing and speeding up the progress of the projects to increase the disbursement rate of investment capital,” said Le Thanh Chung, Deputy Director of the Project Management Board.
According to Director of Dak Nong Department of Planning and Investment Tran Dinh Ninh, in 2024, it is expected that over 250 billion VND will be cut from slow-progressing projects.
Right from the first months of the year, many investors have proactively proposed to cut capital in projects with poor absorption. The Department of Planning and Investment synthesized, considered, and transferred capital in the spirit of timely and drastic action, without favoritism or avoidance.

Regarding this issue, Standing Vice Chairman of the Provincial People's Committee Le Van Chien emphasized that the districts must really take drastic action. The Department of Planning and Investment must be more decisive in advising the Provincial People's Committee on capital transfer.
“The Department of Planning and Investment needs to be more determined. Avoid the situation where there is no capital in places where it is needed, and where there is capital but it cannot be disbursed. Localities should be flexible in the process of implementing the planning, resolving difficulties and obstacles to implement it,” emphasized Permanent Vice Chairman of the Provincial People's Committee Le Van Chien.
