On the morning of December 16, authorities began enforcing the Thanh Hoa private primary and secondary school project.
On the morning of December 16, hundreds of people including forces such as traffic police, public order, mobile police, criminal police, court, prosecutor's office, civil enforcement, health and local authorities were present at the Thanh Hoa Private Primary and Secondary School project (in the center of Thanh Hoa city) to enforce according to regulations.
Thanh Hoa Province Civil Judgment Enforcement Department coordinates with relevant functional agencies to announce project enforcement.
In fact, the locations that Tay Do Company leases out as cafes, warehouses, offices, beer houses, furniture... have mostly had people voluntarily dismantle iron frames, glass doors and move furniture.
The Civil Judgment Enforcement Department of Thanh Hoa province has read the decision on the compulsory handover of assets to the buyer of the auctioned assets; requiring Tay Do Company Limited to hand over the entire construction project of Thanh Hoa Private Primary and Secondary School to Phuc Thinh General Service Trading Investment Company Limited, located at No. 1, Alley 76, Giap Bat Lane, Hoang Mai District (Hanoi City).
The enforced project consists of two areas, A and B. Area A consists of two 7-storey buildings and classrooms, with 21 organizations and individuals residing, living and doing business. Area B consists of one 7-storey building, with 3 production and business establishments and 3 households living there.
Police forces stood outside to ensure security and order along the roads.
To complete the enforcement quickly, the authorities also mobilized vehicles carrying equipment such as welding machines, gas cylinders, aluminum and iron, corrugated iron roofing sheets to form fences in the liberated areas, and handed them over to the winning bidder.
During the enforcement process, the authorities did not encounter any cases of resistance or obstruction.
Mr. Le Viet Tam, Head of the Department of Judgment Enforcement and Organization, Thanh Hoa Province Civil Judgment Enforcement Department, said: The enforcement against Tay Do Company Limited is being implemented according to plan. Currently, there are 1 to 2 business households in the Thanh Hoa Private Primary and Secondary School project area with a large amount of assets, and the authorities are supervising the demolition.
Authorities moved equipment from the project site onto vehicles and took them out.
It is known that in May 2004, the People's Committee of Thanh Hoa province decided to hand over more than 40,000m2 of land in Dong Huong ward to Tay Do Company Limited to implement the Thanh Hoa private primary and secondary school project. The project has a total investment of about more than 200 billion VND and is expected to be completed and put into use by the end of 2010.
To implement the project, Tay Do Company Limited signed a credit contract with Vietnam Development Bank - Thanh Hoa Branch to borrow 144 billion VND, the company's counterpart capital is 62.6 billion VND.
After disbursing over 77 billion VND, the Vietnam Development Bank - Thanh Hoa Branch suddenly stopped disbursing because it believed that Tay Do Company Limited did not comply with the content of the credit loan contract between the two parties and filed a lawsuit in court.

Judgment No. 6 of 2013 of the People's Court of Thanh Hoa province forced Tay Do Company Limited to pay the Vietnam Development Bank over VND109 billion, not including late payment interest and court fees. After many times of notices requesting enforcement of the judgment, Tay Do Company did not voluntarily comply, so the project was appraised and sold to another enterprise for over VND88.5 billion.
Thanh Hoa Province's Department of Execution of Judgments has issued many documents and worked directly with Tay Do Company Limited and organizations and individuals requesting the handover of auctioned judgment enforcement assets, but has not yet received consensus. There are still many petitions sent to the authorities.
