With great efforts from the agricultural sector as well as coordination from the locality, the province's "3 no" fishing boat registration rate has now reached 99% and is considered the pioneer province in the country to do this work well.
Progress is nearly 99%
The total number of "3 no" fishing vessels announced by the province is 2,531 fishing vessels. Up to now, the registration and issuance of fishing licenses for fishing vessels according to Circular 06/2024/TT-BNNPTNT is 2,309 fishing vessels. Of which, for the group of vessels from 6 -
Mr. Huynh Quang Huy - Head of the Fisheries Sub-Department said that through actual inspection, there were 9 fishing vessels with a length of 12 m or more (subject to inspection); at the same time, some localities proposed to remove them from the list of "3 no" fishing vessels that had been statistically announced (Tuy Phong proposed to remove 33 vessels; Phan Thiet proposed to remove 16 vessels; La Gi proposed to remove 9 vessels) because the fishing vessels sank, were sold out of the locality, had the same name, were not qualified to operate... a total of 58 vessels. Thus, the number of "3 no" vessels under 12 m is only 33, the registration rate has reached nearly 99%.
For vessels with a length of 12 m or more, according to the list published by the Provincial People's Committee, there are 228 vessels, however, the actual inspection is 237 vessels (9 fishing vessels declared under 12 m, actual inspection is over 12 m). Up to now, 97 vessels have been granted a Certificate of Technical Safety of Fishing Vessels; of which, 47 vessels have been officially registered; 3 dossiers are being received at the Public Administration Center; 47 dossiers have been received by localities to transfer to the Public Administration Center. The remaining 140 vessels have not been granted a certificate of technical safety (ATKT) for fishing vessels. Of which, 39 vessels have technical design documents but have not been granted an ATKT certificate because the vessels are operating at sea, the vessels are operating in trawling and have not changed occupations; 73 vessels are waiting for design documents; 10 ships have not completed design documents and 18 ships have not been granted fishing vessel safety certificates because they have sunk, their hulls are broken, and the ship owners have taken people and fishing vessels out of the province to operate. At a recent meeting of the provincial Steering Committee for Combating IUU Fishing, Mr. Huy pledged that by the end of October, the province will complete the registration of the remaining "3 no" fishing vessels.
Check and strictly control unregistered fishing vessels
Besides efforts to “eliminate” “3 no” fishing vessels, up to now, the number of fishing vessels that have registered but have not yet been granted/re-granted Fishing Licenses is still large with 1,216 fishing vessels, the largest being Tuy Phong with 297 vessels; Phan Thiet with 414 vessels; La Gi with 380 vessels; Phu Quy with 96 vessels (after review, the locality proposed to eliminate 20 vessels that do not exist or have been sold to other localities).
Directing at a recent meeting of the Steering Committee for Combating IUU Fishing, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai requested the Department of Fisheries to continue to coordinate with localities to focus on completing the registration and granting of fishing licenses for fishing vessels according to Circular No. 06 and granting and re-granting fishing licenses for groups of vessels that have registered but do not have or have expired licenses in October 2024.
In particular, the Vice Chairman of the Provincial People's Committee emphasized that in order to complete 100% of the registration for the "3 no" fishing vessel group, for fishing vessels that do not meet the registration conditions, localities are required to review and synthesize reports to the Department of Agriculture and Rural Development to preside over and work with relevant departments and branches to review and handle each specific case. For cases that have not completed the procedures to re-register fishing vessels (including fishing vessels under 12 m that have not completed registration procedures, fishing vessels over 12 m that have not completed design documents), the Department of Fisheries sends the list to the Provincial Border Guard Command for direction to inspect and control, not allowing them to leave port for operation and strictly handle violations. At the same time, localities strengthen the management of fishing vessels in the area, especially the purchase and transfer of fishing vessels must ensure the prescribed procedures; continue to urge and complete the registration for groups of vessels from 12 m and above.
The functional forces (Border Guard, Fisheries Surveillance, Fisheries Control Office) strengthen inspection and strictly control fishing vessels entering and leaving ports, operating at sea in accordance with regulations; resolutely and strictly handle violations, improve the effectiveness of warning and deterrence.
