Strengthening the Inter-sectoral Working Group related to the fishing vessel journey monitoring system

The Chairman of the Provincial People's Committee has just issued a Decision to strengthen the Inter-sectoral Working Group to operate, monitor, receive and verify information, investigate and handle violations of regulations on the fishing vessel monitoring system in Binh Thuan province.

Accordingly, the Team Leader is Mr. Nguyen Van Chien, Deputy Director of the Department of Agriculture and Environment - Deputy Head of the Standing Committee of the Provincial Steering Committee for Combating IUU Fishing; 4 Deputy Team Leaders include: Colonel Pham Xuan Do, Deputy Commander of the Provincial Border Guard Command - Deputy Head of the Provincial Steering Committee for Combating IUU Fishing; Colonel Nguyen Anh Tuan, Deputy Director of the Provincial Police - Deputy Head of the Provincial Steering Committee for Combating IUU Fishing; Mr. Dang Van Dao, Deputy Director of the Department of Justice - Member of the Provincial Steering Committee for Combating IUU Fishing and Mr. Tran Thanh Duy, Deputy Director of the Department of Science and Technology. In addition, there are members of the provincial professional group and the working group for verification and handling of violations according to the districts, towns and coastal cities.

The interdisciplinary working group is responsible for organizing the verification and investigation of the cause of the fishing vessel losing connection to the VMS device signal.

The interdisciplinary working group has the tasks and powers to assist the Chairman of the Provincial People's Committee and the Provincial Steering Committee for Combating IUU Fishing in directing and organizing the implementation of the tasks of operating, monitoring, receiving and verifying information, detecting, investigating, and preparing records to handle violations of legal regulations on the fishing vessel journey monitoring system in the province according to the direction of the Prime Minister to ensure consistency, uniformity, synchronization, effectiveness and efficiency. At the same time, the interdisciplinary working group has the task of organizing the verification and investigation of the causes of fishing vessels losing connection to the VMS device signal (from 6 hours to less than 10 days; over 10 days; over 6 months; over 1 year) and violations of regulations on operating the fishing vessel journey monitoring system, managing and using VMS devices on fishing vessels.

In addition, analyze, evaluate, and prepare records for handling fishing vessel owners, captains, organizations, and individuals who commit violations; transfer records to competent authorities to handle violations in accordance with legal regulations; proactively resolve or report and propose competent authorities to resolve difficulties and problems, effectively prevent violations of regulations on the fishing vessel monitoring system in Binh Thuan province. Synthesize and report results to the Head of the Provincial Steering Committee for Combating IUU Fishing, the Chairman of the Provincial People's Committee, the Ministry of Agriculture and Environment, and the National Steering Committee on IUU.
