Nearly 2,000 fishing boats will receive support for VMS satellite service subscription fees.

BTO-At the 28th Session (special session) - The 11th Provincial People's Council held on the morning of November 13, a Resolution was passed regulating the policy of supporting subscription fees for satellite services to monitor fishing vessel journeys in Binh Thuan province.

Accordingly, the Resolution stipulates that the support level for the subscription fee for satellite services to monitor fishing vessel journeys is 175,000 VND/month/vessel, nearly 50% of the current monthly subscription fee for satellite services to monitor fishing vessel journeys (every month, fishing vessel owners are paying monthly subscription fees for satellite services to monitor fishing vessel journeys ranging from 350,000 to 435,000 VND/device (average 381,000 VND/device), depending on the service provider). The support period is 36 months, starting from January 1, 2025 through the service provider. Quarterly support is provided according to the contract signed between the service provider and the fishing vessel owner, with invoices from the service provider. The total estimated support budget for about 1,950 ships in 3 years is 12,285 billion VND, an average of 4,095 billion VND per year, from the provincial budget.

Fishing vessel owners eligible for support policies must meet the following conditions: Fishing vessels with a length of 15 meters or more registered in Binh Thuan province, with all of the following documents: Fishing vessel registration certificate; valid technical safety certificate; valid fishing license. There is a contract for satellite service subscription to monitor fishing vessel journeys signed between the fishing vessel owner and the service provider, along with a service invoice. The journey monitoring device installed on the fishing vessel must maintain a continuous connection signal when operating at sea in accordance with regulations. In particular, fishing vessel owners are not supported with the subscription fee for satellite service to monitor fishing vessel journeys when violating one of the following cases: Fishing vessels are administratively sanctioned for violations related to illegal fishing according to the provisions of Article 60 of the 2017 Fisheries Law. The period of no support is 12 months, from the date of the decision on administrative sanctions. Fishing vessels that are docked continuously for 2 months (60 days) or more in a quarter will not receive support in that quarter.

Binh Thuan currently has 1,949 fishing vessels with the largest length of 15 m or more that are required to install VMS equipment according to the provisions of the 2017 Fisheries Law. Up to now, the whole province has 1,941/1,949 fishing vessels in operation that have installed VMS equipment, reaching a rate of 100%; the number of fishing vessels that have not installed VMS is 8 due to inactivity (3 vessels are damaged and lying on shore waiting for sale, 5 vessels are waiting for execution of judgment). According to the provisions of Decree No. 26/2019/ND-CP, VMS equipment installed on fishing vessels must be turned on 24/7 from the time the vessel leaves the port to operate at sea until it returns to the port.

According to statistics from service providers, the number of vessels that have run out of service fees as of August 16, 2024 is 485/1,941 vessels equipped with VMS equipment. When fishing vessel owners do not pay the satellite service subscription fee on time, the VMS equipment provider will disconnect the VMS equipment, leading to ineffective data from the fishing vessel monitoring system, making the work of preventing and combating IUU fishing difficult.

Therefore, it is necessary to issue a policy to support the subscription fee for satellite services and VMS equipment for fishing vessels in the province, in order to strictly implement the direction of the Prime Minister, the National Steering Committee on combating IUU fishing, together with the whole country to remove the EC "Yellow Card", towards building a responsible and sustainable fishing industry. At the same time, it contributes to supporting fishermen to stay at sea, affirming the sovereignty and sacred sovereignty of the sea and islands of the Fatherland.
