At the meeting, voters of Cu Chi district made recommendations and reflected on many issues related to planning, traffic congestion, and suspended projects.
Voters in Thai My commune reported that there is a project to build a waste incineration plant to generate electricity to serve production and reduce environmental pollution. However, since the project started, it has not been operating effectively. There are currently tons of waste left, becoming a mountain of waste, polluting the environment and affecting the lives of people in the commune and neighboring communes.
Voter Pham Hong Quan, Thai My commune, proposed to soon apply new planning, remove land types that are not suitable for the reality of developing civilized rural areas in suburban districts such as residential land combined with production, residential land combined with garden economy, aquaculture land still interspersed in existing residential areas, to ensure that people can build suitable houses, contributing to creating urban beauty, building and improving the quality of new rural areas.
On behalf of the National Assembly Delegation and the People's Council Delegation Groups, Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le acknowledged the opinions of Cu Chi district voters and affirmed to continue to monitor and supervise the settlement of voters' opinions and recommendations related to people's livelihood issues that people are concerned about.

Delegate Nguyen Thi Le requested relevant agencies to review voters’ petitions and, if there are any shortcomings, promptly resolve them to ensure the people’s rights. In cases where they have been reviewed and resolved, there must be a written notice to inform voters.
Regarding planning and planning adjustment, delegate Nguyen Thi Le suggested that relevant departments, branches and the People's Committee of Cu Chi district should review voters' feedback. For issues with regulations, the district needs to implement them immediately, resolve them completely, and not prolong them any longer.
Regarding contents that are not under the authority or have not been regulated but are reasonable, delegate Nguyen Thi Le suggested that the People's Committee of Cu Chi district should synthesize the proposed and recommended contents, continue to report, and follow up with competent authorities for research and resolution.

At the meeting, voters expressed their joy and thanked the Ho Chi Minh City National Assembly Delegation Unit No. 6 for their efforts and close cooperation with the district government to remove difficulties and obstacles for the Vinh Loc Residential Area project, especially completing phase 1 of the Central Park of the project so that people have more places for cultural activities, physical exercise, entertainment and recreation. Voter Nguyen Huynh Son Quyen (An Lac ward) proposed that businesses need to commit to not discharging waste that pollutes the environment; vacant lots need to be licensed for use by the community so they don't become garbage dumps; traffic lights should be installed at locations with traffic jams during rush hours...

Talking to voters, National Assembly Deputy Nguyen Thien Nhan asked the Binh Tan District government to consider resolving cases that voters are interested in and reflect on, in which cases that need support in providing relevant documents should be provided to voters to clearly understand the progress of the resolution.
He also suggested that Binh Tan district authorities review the cases reported by voters, especially those directly related to voters, to find solutions and support.

Regarding the Central Park of Vinh Loc Residential Area project, National Assembly Deputy Nguyen Thien Nhan suggested that Binh Tan district soon have solutions and regulations to manage and exploit this park to better serve the people and voters, avoid street vendors and encroachment on the park, causing chaos and affecting community activities, physical exercise, and entertainment of the people. Voter Tran Ngoc Minh, Ward 4, said that the city's issuance of temporary fees for using the roadway is good, but the current regulations do not clearly define separate fees for streets and alleys inside residential areas, but only state one general fee. Voters suggested that there should be clearer instructions so that there are no errors when implementing.
Meanwhile, voter Nguyen Tan Dat, Ward 11, reflected that the registration of land use conversion in districts in Ho Chi Minh City currently takes a lot of time. The voter cited that in Cu Chi district, the registration of conversion is only carried out once a year, periodically in mid-October. After that, the People's Committee at the commune level receives the application until about June of the following year to notify the people of the results whether it is approved or not (ie it takes about 8 months to wait). If approved, people prepare the application to complete the registration procedure, which takes about another year.
“That is too long, while the people's housing needs are urgent. I propose that land use conversion can be registered 2 to 3 times a year. And currently the administrative procedures are quite complicated, so I am afraid that it will not be able to meet the people's needs in time,” Mr. Dat proposed.

Ward 9 voter Nguyen Van Cong also expressed his opinion on the issue of waste, corruption, and petty corruption that is increasing and deeply rooted in many people's thinking. He said that people have to give gifts and envelopes to make things faster and smoother. Voters suggested that before being assigned or appointed, officials should declare their assets to the people and declare them annually so that people can check and monitor.

On behalf of the National Assembly delegation, Deputy Do Duc Hien acknowledged all the opinions of voters and discussed many specific issues that voters reflected. In particular, regarding the situation of spam messages and spam SIM cards causing public outrage, Deputy Do Duc Hien said that the important solution is to issue the revised Telecommunications Law, which is the highest legal document. Accordingly, the Government will issue decrees and circulars to manage more closely and strictly handle violations in this matter.

Ho Chi Minh City People's Council plans to vote of confidence for 31 positions
Informing voters about the upcoming 13th session of the HCMC People's Council, Deputy Pham Thanh Kien, Vice Chairman of the HCMC People's Council, said that the session will take place from December 6 to 9. This is the year-end and mid-term session, so it will have new and important content.
The meeting is expected to pass 46 resolutions on socio-economic development in 2024, the 2022 budget settlement, public investment projects, regulations on the operation of the food safety department, and resolutions specifying Resolution 98.

At the conference, voter Doan Thi My Hanh reported the case of workers who are disadvantaged due to lack of knowledge about health insurance and unemployment insurance (UI). Accordingly, there is a case of a worker in the area who is currently receiving UI for 3 months. However, after 3 months, this person still has not found a job. When going to the hospital for a check-up, they found out that their UI expired at the same time as their UI. Due to not understanding the law, the worker did not have time to buy a new UI card and had to pay all the expensive medical examination fees while having no job and a difficult life.
Voters recommend that Ho Chi Minh City needs to have more propaganda activities, widely disseminate the Law on Health Insurance, Social Insurance, Unemployment Insurance for workers... In addition, it is proposed to consider subjects who regularly buy health insurance when buying again, it will take effect immediately, in order to support poor workers to pay hospital fees.

Regarding environmental issues in the area, voter Nguyen Thi My reported that Nguyen Kiem Street (Ward 3) is dirty, the road surface is encroached upon by people for business, affecting the urban beauty; proposed to have a solution soon, ensure hygiene and have a road for pedestrians.
Regarding the collection of domestic solid waste, voters recommended that the cost of garbage transportation should be combined with the cost of solid waste transportation; in addition, the time for solid waste collection should be fixed so that people know clearly and avoid wasting time.
Taking note of voters' opinions, Chairman of Go Vap District People's Committee Nguyen Tri Dung said that recently the district has implemented programs to help and support workers and businesses in the area; and launched a campaign to control order on important and complicated routes (near hospitals, crowded with street vendors). Regarding the collection of waste classification fees, Mr. Nguyen Tri Dung emphasized that this is a common trend, which needs the support of the people to ensure environmental sanitation.
