Reporting to the National Assembly, Minister Ho Duc Phoc informed that in 2023, despite many difficulties and challenges, under the leadership of the Party Central Committee, the Politburo, the Secretariat, and important policies approved by the National Assembly, with the efforts and determination of the entire political system, the consensus and support of the people and the business community; the Government and the Prime Minister have directed and operated resolutely, promptly, flexibly, with focus and key points. Thanks to that, the socio-economic situation in 2023 has had positive changes and achieved important results in many fields; maintaining macroeconomic stability, inflation is controlled, growth is high compared to other countries in the region and the world, and major balances of the economy are ensured.

The practice of thrift and anti-waste has been promoted and developed in many fields, contributing to the mobilization, management and effective use of human resources, material resources, financial resources, ensuring national defense, security, foreign affairs, social security and social welfare of the country.

Collecting 1,200 billion VND from selling forest carbon credits

One of the important tasks regarding the results of practicing thrift and fighting waste in 2023 is to supplement and complete legal documents and standards and norms, of which the Government has submitted to the National Assembly for consideration and approval of 16 laws, 29 resolutions, and commented on 10 draft laws. The Government and the Prime Minister have issued 92 decrees, 264 resolutions, 34 legal decisions, and 32 directives; ministries and branches have issued 372 circulars; localities have issued 8,066 legal documents to focus on promoting the improvement of institutions and policies and removing obstacles.

In particular, in the management, exploitation and use of resources, the Government has submitted to the National Assembly the Land Law (amended); localities have basically completed the approval of the Land Use Planning for the 2021-2030 period and the 2023 Land Use Plan at the district level; the whole country has granted land use right certificates for over 23.6 million hectares (accounting for 97.6% of the area required); the Department of Natural Resources and Environment has advised and handled 172 projects and works that have not put land into use or are slow to put land into use, with an area of ​​6,922 hectares. The forest cover rate in 2023 is 42.02%, for the first time Vietnam has sold 10.3 million forest carbon credits, earning 1,200 billion VND.

In the task of preparing, appraising, approving estimates, finalizing, managing and using state budget funds, in 2023, policies on exemption, reduction and extension of taxes, fees, charges and land rents of nearly VND 194 trillion were implemented. State budget expenditures in 2023 are estimated at VND 2,109.9 trillion, equal to 101.6% of the estimate, an increase of nearly VND 74 trillion. State budget expenditure management is proactively and closely implemented according to estimates, ensuring compliance with policies and regimes, thoroughly saving regular expenditures, cutting unnecessary and slow-to-implement expenditure tasks. The total savings in state budget and capital in 2023 according to reports of ministries, branches and localities is VND 83 trillion.

Regarding the implementation of national target programs: The Prime Minister has assigned 49.5 trillion VND of the central budget capital in 2023 to ministries, central agencies and localities to implement national target programs (achieving 100% of the plan). Disbursement of public investment capital to implement national target programs in 2023 (including investment capital in 2022 extended to 2023) reached 29.3 trillion VND, equivalent to 83% of the plan assigned in 2023. The poverty rate according to multidimensional poverty standards decreased to 2.93%. By the end of the year, about 78% of communes met new rural standards; 05 provinces were recognized as completing the task of building new rural areas.

In the procurement, management and use of public assets, according to the national database on public assets that continues to be updated and operated effectively, as of December 31, 2023, 2.23 million assets have been updated with an original value of VND 2.3 million billion. The total number of houses and land facilities approved by competent authorities is 183,044 (reaching 69.8%); the total number of houses and land facilities that need to be rearranged is 79,404. In 2023, the Ministry of Finance has newly approved the rearrangement and handling plan for 379 houses and land facilities of ministries and central agencies.

In the inspection work contributing to practicing thrift and fighting waste, in 2023, the Inspection sector carried out 7,689 administrative inspections and 193,774 specialized inspections and checks (integrating the content of THTK and CLP inspections into the content of responsibility inspections and administrative inspections); detected economic violations of VND 257.7 trillion and 616 hectares of land; recommended the recovery of VND 188.6 trillion and 166 hectares of land.

Tasks and solutions for practicing thrift and fighting waste in 2024

According to Minister Ho Duc Phoc, 2024 is the fourth year of implementing the 5-year Plan 2021 - 2025 and is of special importance in successfully implementing the Resolution of the 13th National Party Congress. The Prime Minister has issued the Government's Overall Program on practicing thrift and combating waste in 2024, with 9 key tasks and 5 groups of solutions for implementation, including:

Ministries, branches and localities are responsible for directing the unified implementation of the goals and targets for practicing thrift and fighting waste in 2024; developing plans to implement the goals and targets for thrift in each field, in which the specific and clear assignment and decentralization of responsibilities of each agency, organization, affiliated unit, each cadre, civil servant and public employee are clearly defined, combined with regular inspection and evaluation work, ensuring the effective implementation of the Program.

Complete legal regulations related to thrift practice and waste prevention, propose amendments to the 2013 Law on Thrift Practice and Waste Prevention. Continue to review and propose amendments to laws and legal documents related to thrift practice and waste prevention to ensure consistency and unification of the legal system, and overcome overlaps and contradictions.

Promote information, propaganda, and dissemination of laws on practicing thrift and combating waste and related policies and guidelines of the Party and State to raise awareness and responsibility for the goals, requirements, and significance of practicing thrift and combating waste among agencies, enterprises, organizations, individuals, and the whole society. Promptly commend and reward typical advanced examples; implement measures to protect informants who detect waste.

Strengthening the organization of thrift practice and anti-waste in the following areas: state budget management; management and use of public investment capital; management and use of public assets; management of resources and minerals, especially land; management of state capital and assets invested in enterprises; apparatus organization, labor management, and working time.

Strengthen and improve the effectiveness of inspection and examination of the development and implementation of the Program on practicing thrift and combating waste; inspect and examine the implementation of legal provisions in areas under the Law on practicing thrift and combating waste and specialized laws, focusing on key areas such as land, public investment, construction, public finance, resources and minerals. Strictly implement legal provisions on handling violations against heads of agencies, units and individuals who allow waste to occur.
