According to Decision No. 688/QD-TTCP dated December 31, 2024 of the Government Inspector General: Inspection of land management and use and management of exploration, survey, planning, licensing, exploitation and transportation of construction material mines at the People's Committee of Cao Bang province.
Inspection period: land management and use for the period 2015-6/2024 and management of exploration, survey, planning, licensing, exploitation and transportation of construction material mines for the period 2019-6/2024. If necessary, it can be considered before or after the above period. The inspection period is 60 actual working days from the date of announcement of the Decision.
The inspection team consists of 8 members, led by Mr. Nguyen Viet Thach, Deputy Director of Department I, Government Inspectorate; Mr. Nguyen Van Lam, Head of Department III, Department I, Government Inspectorate, as Deputy Head.
At the announcement of the inspection decision, Mr. Pham Van Thanh, Chief Inspector, Head of Department 1, Department of Supervision, Appraisal and Post-Inspection Handling, Government Inspectorate, representing the monitoring team, announced Decision No. 03/QD-TTCP on the establishment of a monitoring team to monitor the activities of the Inspection Team according to Decision No. 688/QD-TTCP of the Government Inspector General. The monitoring team consisting of 2 members will strictly implement the provisions of the law.
According to the Vice Chairman of the People's Committee of Cao Bang province, due to the time approaching the Lunar New Year, in order to prepare a thoughtful and safe Tet for the people, as well as to prepare reports and documents to provide to the Inspection Team in full, the People's Committee of Cao Bang province requested the Government Inspectorate to postpone the direct inspection time at the Provincial People's Committee until after the Lunar New Year.
Speaking at the announcement of the inspection decision, Deputy Inspector General of the Government Duong Quoc Huy said that this is a planned inspection. The announcement of the inspection decision is carried out in accordance with regulations. The inspection aims to detect difficulties and inadequacies in the legal policy mechanism in the management and use of land and the management of exploration, survey, planning, licensing of exploitation and transportation of construction material mines to make recommendations to competent authorities for remediation. At the same time, the inspection also detects advantages, limitations and shortcomings in management to have measures to improve effectiveness, efficiency, rectify and strictly handle violations and protect the interests of the State, the rights and legitimate interests of agencies, organizations and individuals.
To successfully carry out this important inspection, Deputy Inspector General Duong Quoc Huy requested the leaders of Cao Bang Provincial People's Committee to direct relevant agencies, organizations and units to seriously implement the inspection decision; closely coordinate and create favorable conditions for the inspection team to successfully complete assigned tasks and plans, such as directing competent and specialized officers to work with the inspection team, providing records and documents as requested by the inspection team; promptly completing the main report according to the outline sent by the team, creating favorable conditions for the inspection team to successfully complete assigned tasks.
For the inspection team, it is requested to properly implement the approved inspection plan, ensure the content, scope, and period stated in the inspection plan, and comply with the provisions of the law on inspection and related legal provisions so that the inspection achieves the set goals and requirements.
For the monitoring team, it is recommended to properly implement the approved monitoring plan, in accordance with the provisions of law on monitoring the activities of the inspection team; to perform well the advisory work to assist the person making the inspection decision, contributing to ensuring that the inspection achieves high efficiency, the set goals and requirements.
The Deputy Inspector General also noted that the Head of the delegation, members of the delegation, and the Supervisory Team must perform their duties in accordance with regulations; strictly maintain discipline in speaking and information confidentiality; strictly implement the regulations on organization and operation of the inspection delegation as well as other regulations of the law on inspection.
Regarding the request of the People's Committee of Cao Bang province to postpone the inspection time, Deputy Inspector General Duong Quoc Huy directed the Inspection Team to receive all opinions and report to the Government Inspector General to implement in accordance with the provisions of law.
