The report at the conference showed that in 2024, the Legal Department proactively advised the Government Inspectorate's leaders to issue directive documents, legal work plans and organize implementation to ensure progress, quality, and meet practical requirements.
The Department has advised the Government Inspectorate leaders to promulgate and organize the implementation of the 2024 Institutional Building Plan, and at the same time, promptly advised on adjusting the institutional building plan accordingly.
Accordingly, the Legal Department has presided over and coordinated with departments, divisions, and units to develop and advise the Inspector General to submit to the Government for promulgation Decree 03/2024/ND-CP dated January 11, 2024 regulating the agency performing specialized inspection functions and the activities of the agency assigned to perform inspection functions.
Issue 03 Circulars: Circular No. 06/2024/TT-TTCP regulating the establishment and management of inspection records, complaint settlement records, and denunciation settlement records; Circular No. 07/2024/TT-TTCP regulating the authority, content of inspection, responsibility for implementing the law on inspection, citizen reception, complaint settlement and anti-corruption; Circular No. 08/2024/TT-TTCP dated November 15, 2024 guiding a number of regulations on procedures for conducting an inspection.
The Legal Department has coordinated with other departments to draft and submit to the Inspector General for promulgation 5 Circulars: Circular No. 01/2024/TT-TTCP; Circular No. 04/2024/TT-TTCP; Circular No. 02/2024/TT-TTCP; Circular No. 03/2024/TT-TTCP; Circular No. 05/2024/TT-TTCP; coordinated with the Department of Organization and Personnel and departments, divisions, and units in drafting and submitting to the Inspector General for promulgation the Regulation on functions, tasks, and organizational structure of departments, divisions, and units under the Government Inspectorate.
In addition, the Department is taking the lead in developing a decision to replace Decision No. 774/QD-TTg of the Prime Minister promulgating the list of state secrets in the fields of inspection, handling complaints and denunciations and preventing and combating corruption; Circular guiding the process of verifying assets and income for those who are obliged to declare assets and income.
In 2024, the Legal Department implemented the plan to inspect, review and systematize legal documents in 2024 of the Government Inspectorate. Organized a national online conference to disseminate the Law on Inspection 2022 and guiding documents; sent civil servants to train on inspection law for ministries, branches and localities; advised the Government Inspectorate leaders to issue a report on monitoring law enforcement in 2023 and a plan to monitor law enforcement in 2024 of the Government Inspectorate, in which the content of monitoring law enforcement in the field of corruption prevention and control was determined.
Preside over and coordinate with Department IV and the departments and divisions in charge of the area to conduct inspections and monitor the implementation of laws on corruption prevention and control at 7 ministries (Ministry of Transport, Ministry of Industry and Trade, Ministry of Natural Resources and Environment, Ministry of Finance, Ministry of Health, Ministry of Culture, Sports and Tourism, State Bank of Vietnam) and 7 localities (Vinh Phuc, Phu Tho, Thua Thien - Hue province, Da Nang city, Ho Chi Minh city, Dong Nai, Binh Duong)...
After listening to the draft report of the Department and the comments, Deputy Inspector General Le Tien Dat acknowledged and highly appreciated the results achieved by the Department in the past year. At the same time, he affirmed that the draft report also pointed out the remaining limitations and positive changes in the work, notably the shortened processing time and the increasingly improved quality of document drafting.
To continue effectively implementing assigned tasks in 2025, the Deputy Inspector General requested the Legal Department to focus on performing well the tasks according to the plan; closely following the policy of arranging and streamlining the Government's apparatus according to Resolution No. 18-NQ/TW and Plan 141/KH-BCĐTKNQ18 of the Steering Committee summarizing the implementation of Resolution 18.
The Deputy Inspector General said that next year will be a year of many major events for the country such as the 80th anniversary of the founding of the Socialist Republic of Vietnam; the 80th anniversary of the establishment of the Inspection sector; along with many important requirements and key tasks towards the Party Congresses at all levels, the 14th National Congress of the Party. Therefore, the Legal Department needs to do a good job of organizing the Party Cell Congress, successfully completing the goals and plans for 2025; continue to be proactive in legal work, promote creativity, and join hands to enhance the role and position of the Inspection sector.
