FAST, SUSTAINABLE, COMPREHENSIVE, CIVILIZED, MODERN DEVELOPMENT

On September 14, 2023, authorized by the Prime Minister, Deputy Prime Minister Tran Hong Ha signed and issued Decision 1059/QD-TTg approving the Planning of Nghe An province for the period 2021 - 2030, with a vision to 2050.
The planning of Nghe An province for the period 2021 - 2030, with a vision to 2050, is built on the basis of inheriting important achievements of the previous period, the results of socio-economic development in the current period, especially attracting foreign investment capital; at the same time, closely following the new resolutions, orientations and directions of the Central Government, national-level planning to integrate in a unified and synchronous direction.

In particular, along with the process of summarizing 10 years of implementing Resolution No. 26 of the Politburo on the direction and tasks of developing Nghe An province until 2020 and the Politburo issuing Resolution No. 39 dated July 18, 2023 on building and developing Nghe An province until 2030, with a vision to 2045; the content of the Provincial Planning has been updated to unify and specify the goals, viewpoints, and development orientations of Nghe An province in the spirit of Resolution No. 39 of the Politburo.

Accordingly, to achieve the general, core, and consistent goal: By 2030, Nghe An will be a fairly developed province in the country, with a fast and sustainable economic development, imbued with the cultural identity of Vietnam and Nghe An; the center of the North Central region in a number of areas with strengths. By 2050, Nghe An will be a province with fast, sustainable, comprehensive, civilized, and modern development.
Adhering to the 5 key viewpoints, with the consistent viewpoint of the provincial planning is to firmly pursue the goal of sustainable development; comprehensive development but with focus, key points, determined to create breakthroughs in a number of key industries, fields, and regions, focusing on rapidly developing the delta and coastal areas to form new growth drivers, spreading impacts to promote sustainable development in the Western region.
The plans, development orientations, tasks and solutions for implementing the Nghe An Provincial Planning all aim to develop two main growth driving areas, namely the expanded Vinh city and the expanded Southeast Economic Zone; Implement three strategic breakthroughs; Form and develop four economic corridors associated with four vital traffic routes; Develop five pillar sectors including: industry; trade, services; tourism; high-tech agriculture; marine economy associated with ensuring national defense and security.

The province also aims to build 6 urban centers to create driving forces for development, including: Vinh City expansion as a central urban area; developing Thai Hoa town in association with Nghia Dan to become a dynamic urban area, the center of the Northwest region; developing Hoang Mai town in association with Quynh Luu to become the central urban area of the South Thanh Hoa - North Nghe An region, the northern growth pole of the province; building Con Cuong district in the direction of an ecological urban area, the driving force for development of the Southwest sub-region; upgrading Dien Chau urban area with the function of a central urban area in the Eastern region; building Do Luong urban area to act as a connecting point between the western districts with Vinh city, the Southeast Economic Zone and the coastal area of the province.
Previously, on February 15, 2023, on behalf of the Prime Minister, Deputy Prime Minister Tran Hong Ha also signed Decision No. 93/QD-TTg approving the overall adjustment of the Master Plan for the construction of the Southeast Nghe An Economic Zone, Nghe An province until 2040.
On a scale of more than 20,776 hectares, the Southeast Nghe An Economic Zone is planned into 3 areas. Of which, area 1 has a planning area of more than 18,826 hectares, including the natural area of 10 communes of Nghi Loc district (Nghi Hop (now Khanh Hop commune), Nghi Xa, Nghi Long, Nghi Dong, Nghi Thuan, Nghi Hung, Nghi Quang, Nghi Thiet, Nghi Tien, Nghi Yen), 6 communes of Dien Chau district (Dien Trung, Dien Thinh, Dien An, Dien Tho, Dien Loc, Dien Phu), 2 wards of Cua Lo town (Nghi Thuy, Nghi Tan).
Area 2 has a planning area of 1,200 hectares, including the entire area of Hoang Mai Industrial Park and Dong Hoi Industrial Park in the communes of Quynh Loc, Quynh Lap, Quynh Vinh and Quynh Thien ward (Hoang Mai town).
Area 3 has a planning area of 750 hectares, including the entire area of VSIP Nghe An Industrial, Urban and Service Park in Hung Dao, Hung Tay communes, Hung Nguyen town (Hung Nguyen) and Hung Chinh commune (Vinh city).
The overall adjustment of the Master Plan for the construction of the Southeast Nghe An Economic Zone to 2040 is necessary to meet the development requirements after 17 years of establishment such as: Expanding the area of industrial parks, reducing the area previously planned for concentrated residential areas, adjusting and removing functional areas that are no longer suitable; forming more industrial parks associated with urban areas to create synchronization, thereby building the Southeast Economic Zone to become the driving force for economic growth of Nghe An province.
