At the announcement of the Inspection Conclusion, Mr. Vu Van Con, Deputy Head of the Inspection Team, presented the full text of Notice 2124/TB-TTCP dated October 11, 2024 of the Government Inspectorate inspecting the conversion of land use purposes from production and business to land business and housing construction in the period 2011-2019 of State-owned enterprises and equitized enterprises.
Accordingly, the Government Inspectorate inspected the change of land use purpose from production and business to land business and housing construction for 9 land plots. Of which, 5 land plots were allowed by the People's Committees of provinces and cities to change the land use purpose from production land to housing construction, commercial centers, offices and services; 4 land plots used for production were recovered by the People's Committees of provinces and cities, and allocated land in the form of collecting land use fees to build housing, commercial centers and service offices.
The inspection conclusion announcement shows that the implementation of the conversion of land use purposes from production and business land to housing construction of state-owned enterprises and equitized enterprises in the period of 2011-2019 has achieved positive results, the efficiency of land use has been promoted, meeting part of the housing supply for people. However, through the inspection of 9 land plots/projects in 3 provinces and cities: Hanoi, Ho Chi Minh City and Binh Duong province, it shows that the implementation of land use conversion, land recovery, land allocation, implementation of housing projects, commercial centers, offices, services, relevant agencies and enterprises still have shortcomings and violations.
Speaking at the announcement of the inspection results, representatives of the units said they would seriously implement the inspection results of the Government Inspectorate. At the same time, they hoped to continue receiving the attention and support of the Government Inspectorate in the future.
In his concluding remarks at the announcement of the Inspection Conclusion, Director of Department I Hoang Hung requested that the agencies and units subject to inspection promptly develop a Plan to implement the Inspection Conclusion. In particular, it is important to clearly identify the subjects, the main responsible agencies, the inspection period, and the supervision of the organization implementing the report so that the Government Inspectorate has a basis to inspect and evaluate the implementation of the Inspection Conclusion.
In particular, the Director of Department I emphasized that for the contents that can be remedied immediately, it is recommended that units focus on overcoming and implementing, especially the contents recommended for economic handling; for other remedial contents, it is recommended that there be a roadmap for implementation according to the provisions of law.
