Kinhtedothi - On the afternoon of November 21, the Culture and Social Affairs Committee of the Hanoi People's Council surveyed the implementation of tasks for the 2024-2025 school year in Phu Xuyen district.
According to the report of Phu Xuyen District People's Committee, the district has 86 public educational units. Of which, there are 30 kindergartens; 28 primary schools and 28 secondary schools with a total of 42,454 students.
Pursuant to Resolution No. 02/NQ-HDND dated April 8, 2022 of the City People's Council on supplementing the 5-year medium-term public investment plan for 2021-2025, Phu Xuyen district was approved by the city and invested in 34 school projects. As of September 2024, all 34 projects have been implemented and completed and put into use.
Although the district has completely eliminated classrooms for grade 4, the minimum teaching equipment for grades 2 to 5 and junior high school only meets more than 40%. The People's Committee of Phu Xuyen district has reviewed and compiled a list of minimum equipment from grades 2 to 8 in July 2024 and sent a document to the Department of Education and Training for appraisal and comments; sent the Department of Finance to report to the City People's Committee to prioritize arranging funding sources to purchase additional equipment with an estimated budget of more than 286 billion VND.
Regarding the construction of national standard schools, as of September 2024, Phu Xuyen district has 73/86 public schools meeting national standards, reaching a rate of 84/8%. The number of public schools meeting national standards that have expired for 5 years from the date of signing the Decision and need to be re-accredited is 13 schools.
According to the plan, by 2025, the district is expected to build, renovate, repair and recognize 4 new national standard schools; continue to pay attention to this field and propose to re-recognize 25 schools whose 5-year national standard has expired.
Phu Xuyen district proposed that the city continue to have a special mechanism to support funding for the district to invest in construction, renovate facilities, and purchase equipment to build schools so that the district can strive to complete the plan by the end of 2025 to achieve 100% of national standard schools.
Implementing Resolution No. 02/2024/NQ-HDND dated March 29, 2024 of the Hanoi People's Council regulating tuition fees for public preschool and general education in Hanoi from the 2023-2024 school year; Resolution No. 19/2024/NQ-HDND dated October 4, 2024 of the City People's Council approving educational service prices for pilot implementation in public preschool and general education in Hanoi, the advantage is that the tuition fee is suitable for local economic conditions and is agreed by parents. 100% of educational institutions have implemented tuition fee collection well according to Resolution No. 02/2024/NQ-HDND and implemented non-cash collection according to Official Dispatch No. 7030/BGDĐT-KHTC dated October 31, 2024 of the Ministry of Education and Training.
Phu Xuyen District is a rural district with a large area, many communes and many schools, so the number of students in schools is not uniform; in fact, there is still a shortage of teachers in each subject of the schools, so the number of teachers must be increased compared to the school's norm, which leads to high salaries, allowances and contributions, so the remaining expenditure norm is low. Therefore, Phu Xuyen District widely applies Resolution 02/2023/NQ-HDND to ensure regular expenditure budget for educational institutions.
Concluding the working session, Head of the Culture and Social Committee of the City People's Council Nguyen Thanh Binh acknowledged that Phu Xuyen district had carefully prepared the report according to the requirements of the Survey Team, and the report fully reflected the educational picture of the district.
Through field surveys and working directly with district leaders, the Supervisory Delegation highly appreciated the activities of the District People's Committee in recent times, which has made great efforts in focusing on developing the education sector; the District People's Council has accompanied the District People's Committee, organized many supervisions and surveys related to this content, to work with the District People's Committee to promote the development of the Education and Training sector.
Agreeing with the shortcomings and limitations discussed by the delegates and the district at the working session, the Head of the survey team suggested that the district synthesize and absorb the opinions and suggestions of the members of the monitoring team to complete the report.
In particular, the district needs to continue reviewing and supplementing recommendations to the city's specialized State management agencies; recommending and proposing to the City People's Committee and People's Council regarding the content of local shortages of teachers; decentralization of tasks associated with funding; support for investment in teaching equipment, ensuring national school standards...
Head of the Culture and Society Committee of the City People's Council Nguyen Thanh Binh also requested the People's Council of Phu Xuyen district to continue to accompany and supervise the practice so that together with the District People's Committee, they can make practical recommendations to the city, in order to further promote the development of the education and training sector in the district.
