The ten contents mentioned at the 22nd Session of the 10th Provincial People's Council focused on removing difficulties or proposing issues on finance, investment... All were approved. The review of the Provincial People's Council's supervisory boards confirmed that all submissions and reports were reasonable and necessary.
The compensation cost is advanced by the Provincial People's Committee from the provincial budget, promptly paying the compensation cost, site clearance, resettlement, and handing over the site to the construction unit of the project "Road connecting the rescue road to National Highway 1 (at Cay Coc intersection, Thang Binh) more than 9.5 billion VND will be recovered, through the allocation of the 2024 capital plan from the provincial budget's basic construction reserve.
The plan to allocate 75,456 billion VND for new projects (purchase of separate medical equipment, operating room furniture, office equipment for the high-tech treatment area of Quang Nam General Hospital), to match the National Target Program and repay loan interest has been approved. The number of projects and capital plans for 2023 that have not been fully disbursed is quite large (more than 634 billion VND) and has been allowed to extend the implementation period and disbursement to 2024.
Projects that are required to adjust their investment policies such as Quang Nam General Hospital, High-tech Treatment Area; Tra Dinh Bridge, Que Phu Commune, Que Son District; renovation and upgrading of the Provincial Boarding School for Ethnic Minorities in Hoi An City; and development of hybrid rice seed production areas in Quang Nam Province are confirmed to need to be changed and supplemented to suit the current investment reality.
The decision was made to maximize investment efficiency, avoid wasting state budget, and cause unnecessary consequences.
Not only discussing finance and investment, the regulation of prices for medical examination and treatment services not covered by the Health Insurance Fund, creating favorable conditions for people who have not participated in Health Insurance or participated in medical services not covered by the Health Insurance Fund has been highly agreed upon and applied immediately in practice.
The shortcomings in the regulations on the level of special nutritional allowances for coaches and athletes of the provincial gifted teams and district-level teams that are training, practicing and competing in the province have been adjusted and supplemented in an increasing direction, in accordance with local laws and practices.
District and commune administrative units that implement the arrangement will be supported with VND1 billion/unit and VND200 million/unit, in accordance with the province's budget balance and actual situation. The regulation on the level of financial support for youth football training at Quang Nam Football Club is inappropriate, has been "whistled" by the State Audit, and must be abolished.

Ensuring effective implementation
The People's Council has approved this decision. This decision is reasonable and timely, creating a legal corridor for investors and localities to quickly come up with implementation plans.
If the approved projects are easily implemented according to investment requirements, allowing the extension of the implementation period and capital disbursement to 2024 will allow the money to be spent in time, complete the investment projects, and not be forced to return them to the budget or lose capital.
Or applying support levels for localities to arrange or set standards for medical examination and treatment services... proactively implemented by units...
However, the review of the Provincial People's Council's committees also pointed out the "instability" of these proposals of the Provincial People's Committee. Mr. Nguyen Duc - Head of the Economic - Budget Committee said that many programs and projects were allocated very early (late 2022, first quarter of 2023) but the disbursement rate is still very low. Many projects have a disbursement rate of 0%.
Some projects allocated capital close to the end of the year, and there was no volume to disburse. The amount of capital requested for extension was too large, showing that the efficiency of using public investment capital was not high, the direction and operation of transferring capital plans was not timely and drastic; or the remaining amount of unallocated capital was still large.
The Provincial People's Council requested the Provincial People's Committee to direct agencies, units, and localities to coordinate in reviewing projects that have not fully disbursed the capital plan for 2023, identify projects that are allowed to extend the implementation period and disburse to 2024 according to regulations, synthesize, and report to the Provincial People's Council for further consideration and decision at the nearest session.
The Provincial People's Committee needs to direct and urge investors to speed up project implementation progress, disburse all allocated capital plans; speed up the completion of investment preparation work, monitor land use fee revenue and other revenue sources to promptly allocate all remaining capital plans in accordance with regulations.
In addition, the Provincial People's Council requested the Provincial People's Committee to study and determine appropriate solutions, create favorable conditions, and ensure that the Quang Nam football team maintains and operates effectively.
Regarding the hybrid rice production project, Mr. Duc said that it is necessary to speed up the project's completion, put it into use, and promote the effective use of public investment capital, instead of adjusting the project implementation time to 2026 compared to the original approved policy, which would be inappropriate.
According to Ms. Tran Thi Bich Thu - Head of the Social and Cultural Committee of the Provincial People's Council, the Provincial People's Committee proposed adjustments to suit the reality, submit to the Provincial People's Council for consideration, amendment and supplementation to suit when applying the price of medical examination and treatment services.
Continue to manage and use funds in accordance with regulations, pay attention to investing, repairing, upgrading facilities, medical equipment, training human resources, ensuring to improve the quality of medical services of public medical examination and treatment facilities, meeting the health care needs of the people.
